- The Defense Logistics Agency (DLA) Energy-FESBA anticipates issuing a Request for Proposal (RFP/Solicitation) procuring Government Owned Contractor Operated (GOCO) retail fuel dispensing services to perform Fuel Operations, Support Operations, and Management and Administration pertaining to the receipt, storage and handling, and issue services for capitalized fuel products� (Turbine Aviation Fuel, Aviation, JP8 (MIL-DTL-83133F); Retail Gasoline, Automotive (EN 228); Retail Diesel (EN 590) or any additional product designated by the Contracting Officer) at GOCO fuel facilities in Germany and Italy.� This includes services for the operation, maintenance, security, and environmental protection of Government aviation and ground fuel facilities at: Germany East: Grafenwohr, Vilseck, Hohenfels, Stork Barracks, Katterbach, Barton Barracks. and Garmisch. Germany West: Wiesbaden, Baumholder, Landstuhl, Kaiserslautern-Deaenner, Kaiserslautern Army Depot (KAD), Kaiserslautern-Rhine Ordnance Barracks (ROB), Miesau, Sembach Kaserne, Wiesbaden-Clay Kaserne, and Germersheim. Italy South: Vicenza, and Camp Del Din. Firms will be expected to maintain product quality and accountability at these GOCO facilities. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products. The solicitation number will be SPE603-23-R-0509 and it will be published electronically on the System for Award Management (SAM) website at www.SAM.gov. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) formerly known as Wide Area Workflow (WAWF). A Sources Sought Notice was previously issued for this requirement under SPE603-23-R-5X09 on June 06, 2023. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $36.5 million. The Government anticipates issuing one solicitation and awarding three (3) firm fixed-price contracts for Germany East, Germany West and Italy with a four-year base period of performance beginning on November 01, 2024 through October 31, 2028, with one five-year option from November 01, 2028 through October 31, 2033, and an option to extend the contract for a total of no more than six months from November 01, 2033 through April 30, 2034. Dates of the Pre-Preproposal conference, in conjunction with the site visits, will be listed in the solicitation. Offerors will be required to submit in writing to the Contract Specialist (via e-mail) the name(s) of the individual(s) who plan to attend. This is not an RFP, a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
