Description
INVASIVE PLANT MANAGEMENT IN LA & MS This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-87 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The resultant contract will be awarded using negotiated procedures in accordance with FAR 13. This is a total small business set aside in accordance with FAR 19-502-2. The principle NAICS is 541620, Environmental Consulting Services and size standard is $19M. The National Park Service, Interior Region 2, South Atlantic Gulf has a requirement for plant control services in specific treatment areas of four park units within the Gulf Coast states of Louisiana and Mississippi including: Gulf Islands National Seashore (GUIS), Jean Lafitte National Historical Park and Preserve (JELA), Natchez Trace Parkway (NATR), and Vicksburg National Military Park (VICK) (See Appendix A of SOW for a map of the locations). Contractor services will include plant control and associated data collection & reporting. The primary target species are camphor tree (Cinnamomum camphora), Chinese parasol trees (Firmiana simplex), Chinese privet (Ligustrum sinense), Chinese tallow (Triadica sebifera), cogon grass (Imperata cylindrica), kudzu (Pueraria montana), mimosa (Albizia julibrissin), tree of heaven (Ailanthus altissima), torpedo grass (Panicum repens), and wisteria (Wisteria sinensis). The solicitation number assigned to this requirement is 140P5123Q0046. The solicitation is issued as a Request for Quote (RFQ). The Government intends to award a Firm-Fixed Price Contract to the offeror that provides the best value without discussions in accordance with FAR 13. All responsible sources may submit a quote, which if timely received, shall be considered by the Agency. Companies must have valid UEI number and be registered with System for Award Management (www.sam.gov). SAM.gov offers free services. An offeror must ensure that they are self-certified under NAICS Code 541620 in the Representations and Certifications portion of SAM.gov. It is the Offerors' responsibility to check for updated information. No oral or late questions will be accepted.
