- CONTINUATION PAGE AMENDMENT 0003 Solicitation Number: 36C78623B0022 Project Description: 823-MM-006, Pole Barns Demolition and Prefabricated Replacement Buildings, Wood National Cemetery The following Request for Information (RFI) questions have been submitted to the Contracting Officer regarding this solicitation. The following questions and responses are provided for bidder s information and use. RFI 1. Is there a Site Safety Officer (SSHO) required for the contract? Is the SSHO required to be onsite at all times? Can the SSHO and superintendent be the same person? Response: Yes RFI 2. Are material sales taxes to be included with the bid? Will the Owner be providing a tax-exemption certificate after contract award? Response: Yes RFI 3. The project specs did not include a section for Metal Building Systems. Please provide a spec for the new PEMB package to confirm requirements of design loads, insulation, windows, service doors, interior/exterior panel finishes, panel thickness, etc. Response: Design loads must be provided by manufacturer based on local environmental conditions i.e., snow load. There are No windows or insulation. Panel thickness and finish as described in the SOW. See attached NCA TIL Specification: 13 34 19 Metal Building Systems RFI 4. Will the buildings be cleared out by the Owner prior to start of work? Response: Yes, items to be kept will be removed by the NCA, all else will be demo'd. RFI 5. Pre-engineered metal buildings currently have long lead-times on engineering/design and fabrication. The new PEMB will not likely be furnished within the 121-day performance period. Will the Owner provide additional contract time for items with long lead-times? Response: Bidder should state the long lead time items in bid and provided documented proof from manufacturer / supplier(s) of lead times. RFI 6. Where is the location of the new PEMB in relation to the buildings to demolish? Will a site drawing be provided? Response: The new PEMB in relation to the buildings to demolish buildings, are the Same location, the COR will approve footprint (BLDG orientation) prior to construction. No drawings are to be provided; the SOW has pictures. It is and has been highly recommended that interested firms perform a pre-bid site visit. Reminder that Per FAR 52.236-3, Contractor should survey / inspect the site prior to submitting a bid/proposal/quote in order to be fully aware of the Scope of Services required and to adequately gather existing unit s product information, model numbers and all necessary and matching standards and requirements. Contractor shall perform a Site Investigation to verify the magnitude of all dimensions/measurements and site conditions before start of the work or the ordering of any equipment, parts and or materials. Failure to do so shall not relieve the successful offeror from performing in accordance with the strict intent and meaning of the specifications without additional cost to the Government. Contractor shall submit an After Inspection Report of Contractor s findings, listing each respective Flagpole deficiencies found and recommended repair/work solutions to the COR and Contracting Officer for review and approval prior to commencing the work. RFI 7. Are there any new bollards required at the new building? If so, what is the quantity and locations? Are bollard covers required? Response: No RFI 8. The existing buildings appear to have fiberglass panels along the eaves. Do the new PEMB require translucent panels? If so, what is the material spec and locations required? Response: No, the new building will have electric lighting, per the SOW and specifications. RFI 9. What is the finish of the metal framing members required for the new PEMB? Response: Primer for Steel, based on modified alkyd resins, pigmented with red oxide; aka Red Iron. RFI 10. What concrete pads are scheduled to remain? Will the Contractor be required to replace the concrete slabs removed for installation of new building foundations? Reference Statement of Work, par. III, CLIN2, a. Can a site drawing be provided to show locations? Response: No concrete will be demolished; the existing slab will be reused and the new PEMB will be erected on existing slab. Any grade work mentioned will be on the gravel drive/lot surrounding the building site. RFI 11. Will the new PEMB require any roof overhangs? If so, what are the overhang dimensions? Response: No soffit is required. The overhang will only be roof panel extending far enough to provide weather protection. RFI 12 Response: RFI 13. Response: RFI 14. Response: RFI 15.
