- Repair Roof, Building 1 Project # 610A4-24-208 VA Northern Indiana Health Care System Part I: General Information A. Introduction VA Northern Indiana Healthcare System Fort Wayne Campus, Indiana has a requirement for Repairing the Roof on Building 1. B. Background The roof system on the main facility is a fully adhered TPO (thermoplastic olefin) membrane. The manufacturer for the existing roofing system classifies as a Firestone Roofing System. C. Scope The contractor shall repair/replace the entire roofing system with certified trained personnel to repair the issues and deterioration of the roof on Building 1. The contractor shall follow all manufactures recommendations when installing the roofing system. The contractor shall complete all work required by the drawings, specifications and SOW for the replace roof systems project. A site visit is recommended due to the special characters of this roof system but not mandatory. Part II: Work Requirements Work must be performed between 0700 and 1600 on weekdays Monday through Friday. Work will consist of repairing items identified in CMS report dated 11/10/2020 and installing tether brackets. The work will also include the removal of sections of the roof requiring water remediation and reroofing the affected sections. See attached Infrared Roof Assessment Report dated 07/30/2021. Technical Requirements The Contractor shall make repairs to the Roof of Building 1 in compliance with VA design specifications. Unless otherwise stated, follow the VA Master Specs located at Technical Information Library (TIL) - Office of Construction & Facilities Management (https://www.cfm.va.gov/til/) 1. Roofing Wire brush and seal the oxidizing duct work with rust inhibiting paint. Remove debris from Roof System. Seal the overflow downspout frame to the above roof. Replace the existing non-compliant membrane protection sheets with walkway tread. Remove roof debris from the roof surface. Reseal the surface mounted perimeter flashing. Remove roof debris. 2. Flashing Refasten and reseal loose counter flashing at the perimeter. Refasten loose perimeter counter flashings. Refasten loose counter flashing at the curb unit. Repair loose base flashings. 3. Masonry Remove deteriorated sealant and reseal the wall and coping stone joints. Tuckpoint the loose and open mortar joints at the brick wall. Remove the deteriorated sealant and re-seal window frames. Remove the loose mortar and sealant from the door and window joints and re-seal. Remove the deteriorated sealant from the window frame and various joints with new sealant. Reseal the coping stone joints. Tuckpoint the open mortar joints. Remove the deteriorated sealant at the window frames and re-seal. Re-seal the various wall penetrations with expanding foam and foam sealant. B. Deliverables Roofing professional Services in accordance with VA design specifications. Part III: Supporting Information A. Security The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract. B. Place of Performance Building 1 VA Northern Indiana Health Care System Ft. Wayne campus located at 2121 Lake Ave., Ft. Wayne, IN 46805 C. Period of Performance The period of performance is 60 calendar days from the notice to proceed D. Special Requirement The contractor shall provide a warranty of five or more years. The warranty shall cover the products/materials installed and workmanship. Any future leaks shall be repaired by the contractor for the remaining warranty period unless the leak is deemed at fault of the VA. Any warranty repairs must be completed by the contractor within 72 hours from the notice of the leak. Part IV: Safety: A. The Contractor shall be thoroughly familiar will all rules and regulations governing safety. A 30-hour OSHA Competent Person shall be present for all work and all additional workers shall have a minimum of a 10-hour OSHA Certification. All welders, pipefitters, electricians, etc. performing work must present a valid certification for their respectable trade. B. The contractor shall be required to follow all ICRA requirements that are put in place. The contractor shall provide all ICRA supplies and equipment. C. The contractor shall be required to wear a face mask while in the VA hospital.
