- SOURCES SOUGHT SYNOPSIS For HAM BRANCH MITIGATION TRINITY RIVER, FORT WORTH, TEXAS 76102 � This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS, THEREFORE NO PROPOSALS ARE REQUIRED AT THIS TIME. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the Sources Sought or resulting market research. The purpose of this sources sought is to gain knowledge of interest, capabilities, and qualifications of various members of industry to include Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Woman Owned Small Business (WOSB). The acquisition strategy will be determined based on analysis of the responses received from this notice and/or other market research methods. The planned acquisition strategy will be posted in the System Award Management (SAM) at www.SAM.gov upon completion of market research analysis. The U.S. Army Corps of Engineers (USACE), Fort Worth District has been tasked to solicit for and award mitigation services for the Ham Branch Creek near the Trinity River.� Anticipated project will be a competitive, firm-fixed price, design/build, definitive contract procured in accordance with FAR 15, Negotiated Procurement using �Best Value� trade-off process. The Government is seeking experienced firms for the following scope of work.� Required work will include stream modifications, native planting, site improvements, monitoring, and adaptive management of plantings, site improvements, and modifications. Stream modifications include, but are not limited to, approximately 650 LF of channel relocation, 1300 LF channel reshaping and 890 LF of stream rock riffles/pool/run complex. Planting includes approximately 7.4 acres of native riparian woodlands to create a 50-ft wide riparian buffer zone on each side of the stream and creation of 0.6-acre emergent wetland habitat. Site improvements include removal of a hydraulic flap gate at the Ham Branch Sluice, and a gravel parking lot with a trash control system. The scope also includes monitoring and potentially modifying a sediment/litter trap. These scoped items will be subject to monitoring and applying adaptative management strategies to meet USACE�s success criteria under their Monitoring and Adaptive Management Plan. DFAR 236-204 Magnitude of Construction: (a) More than $10,000,000 to $20,000,000. Estimated duration of the project is 1825 calendar days from notice to proceed. Includes adaptive management processes. The results of this sources sought analysis will aid the government in determining the acquisition that will be utilized to procure the Ham Branch Mitigation.�� The North American Industry Classification System code for this procurement is 237990, Other Heavy and Civil Engineering and Construction, which has a small business size standard of $45M. Small Businesses are reminded under FAR 52.219-14(e)(3), Limitations on Subcontracting, General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded. The Product Service Code is Z2KB, Repair or Alteration of Canals.� Should this action be solicited as Full and Open Competition, a Small Business Participation Plan will be identified as an evaluation factor in the solicitation. Large Business(es) must comply with FAR 52.219-9 by submitting an acceptable Small Business Subcontracting Plan. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting.� Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. Prior Government contract work is not required for submitting a response to this synopsis. However, respondents are reminded that all construction performance must follow the USACE Safety and Health Requirements Manual, (EM 385-1-1, and must also comply with all Federal, State, and local laws, ordinances, codes and/or regulations. Anticipated solicitation issuance date is on or about November 2023 with an anticipated proposal due in December 2023. This announcement and all correspondence will be issued via the Government Point of Entry, Procurement Integrated Enterprise Environment (PIEE) (https://piee.eb.mil) and Offerors must be active in SAM.GOV (https://sam.gov) to be eligible for award of Government contracts, including documenting Sec. 889 Compliance in SAM.GOV that include FAR52.204-24 and FAR 52.204-25. Contracting will verify the 889(a) and (b) compliance � per FAR 52.204-26. An award cannot be issues for non-compliance until SAM Registration is complete, otherwise ineligible for award. The SUPPLIER PERFORMANCE RISK SYSTEM (SPRS) (disa.mil) , summary report must be completed prior to an award. The Supplier Performance Risk System (SPRS) is the authoritative source to retrieve supplier and product PI (performance information) assessments for the DoD (Department of Defense) acquisition community to use in identifying, assessing, and monitoring unclassified performance. (DoDI 5000.79). INFORMATIONAL PLANNING: When the solicitation is posted, the following applies: ALL SUBMISSIONS TO THIS PROPOSAL ANNOUNCEMENT SHALL BE SUBMITTED ELECTRONICALLY THROUGH PIEE. No paper copies, CD-ROMs or facsimile submissions will be accepted. Electronic Proposal Submission is required through the Army�s Electronic File Sharing Service, Procurement Integrated Enterprise Environment (PIEE) (https://piee.eb.mil/). It is highly recommended not to wait until the last few days prior to the submission date to register in these systems. Acceptance registration can take up to 10 days or more for approvals.
