- The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with OEWAVES, located in Pasadena, CA, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for a Tunable Laser with Ultralow Linewidth. � Specific Requirements are as follows: The specific requirements are: This laser is self-injection-locked to a whispering-gallery mode cavity, and by use of this proprietary technique, it has a linewidth below 7 Hz (in fact, below 1 Hz is offered).� These lasers are still tunable over a limited range, with both fast (piezo) and slow (thermal) actuation. This shall be provided and accomplished in accordance with these specifications. NAICS Code is 334515 �Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a Size Standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to OEWAVES for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 7/30/2023. Any questions regarding this notice must be submitted in writing via email to angela.hitt@nist.gov. All responses to this notice of intent must be submitted to angela.hitt@nist.gov no later than the date and time provided herein this posting. JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION: Market research resulted in OEWAVES being the only vendor that can supply a Tunable Laser with Ultralow Linewidth. �Additionally, NIST requires an extremely low (narrow) laser linewidth.� NIST is conducting NIST�s research on photonic crystals using laser wavelengths in the telecom band (1500 nm � 1600 nm).� As NIST�s research has progressed, NIST finds we need to probe and control the photonic crystals with lasers with ever more narrow linewidths.� This is especially true for work in the quantum regime. Failure to process this request would cause NIST not to be able to reach the quantum ground state from room temperature goal.�
