Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Vitrek, LLC, located in Poway, CA, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for High Speed Digitizers. � Specific Requirements are as follows: The specific requirements are: High Speed Digitizer shall provide two channels of analog-to-digital conversion at a minimum rate of 3 gigasamples per second (3 GS/s) with 12-bit resolution for each channel High Speed Digitizer shall include firmware to program a field programmable gate array (FPGA) for preprocessing (including signal averaging and fast Fourier transforming) of data on the card High Speed Digitizer shall have a peripheral component interface express (PCIe) interface and appropriate FPGA firmware for high-speed streaming of data to a personal computer High Speed Digitizer shall have sufficient on-board memory of 4 gigabytes (4 GB) to buffer data for real time asynchronous transfer to the computer High Speed Digitizer must be compatible with existing NIST purchased and developed software using the CompuScope library suite High Speed Digitizer shall have an input for a 10 MHz external reference clock signal (reference clock provided by NIST) High Speed Digitizer shall have external trigger input and trigger output channels (external trigger signal provided by NIST) High Speed Digitizer shall have >1.2 GHz bandwidth to capture full range of signals provided by photoreceivers� outputs (photoreceivers provided by NIST). This shall be provided and accomplished in accordance with these specifications. NAICS Code is 334513 �Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a Size Standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Vitrek, LLC for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 7/30/2023. Any questions regarding this notice must be submitted in writing via email to angela.hitt@nist.gov. All responses to this notice of intent must be submitted to angela.hitt@nist.gov no later than the date and time provided herein this posting. JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION: Market research resulted in Vitrek being the only vendor that can supply high speed digitizers. Three Vitrek GaGe digitizer cards are currently being used by NIST for a project on optical frequency combs and their use for measuring the optical spectrum of optomechanical devices. The digitizer cards measure the voltage from a photodetector at a high sampling rate (3 million samples per second), providing very high temporal resolution of the optical frequency comb signal. In order to expand our capabilities in optical frequency comb instrumentation, NIST is �creating a third complete measurement system, part for part. NIST has developed custom software based on the GaGE Software Development Kit (SDK). In order for the software to work in our redundant system, the digitizer card must be identical to the one we currently use. Buying the exact same digitizer card will allow NIST to swap the cards between optical frequency comb systems without additional development, providing a contingency plan in the event that one of NIST�s existing cards malfunctions. Vitrek Corporation is the only vendor that supplies these cards and provides a warranty.� NIST requires 2 cards to backup digitizer for NIST's three measurement systems. The negative impact if NIST cannot purchase these cards is NIST will not be able to apply NIST's new measurement methods to more applications and provide redundancy in the event of component failures.
