Description
Willow Creek Cut and Pile, 348 acres Amendment 0001 is issued to answer a question received about the RFQ: Question: Is it acceptable for us to keep the trees we cut down or do you want them all to stay on-site? Answer: All trees must remain on-site. Generally, if vegetation (tree boles in this case) is to be removed from a site, it has to be in a designated fire wood cutting site, and a permit is required. The NEPA for this project does not cover fire wood removal, therefore any wood that does not meet the piling specs listed in the Statement of Work for the Willow Creek Cut and Pile project will need to stay on site. The Bureau of Land Management, Colorado, has a requirement to cut and pile pinyon and juniper trees with contractor furnished crews and chainsaws. The location is approximately 23 miles southwest of Meeker Colorado. Details are included in the Statement of Work with maps and a Wage Determination attached to this RFQ. Additional location files are available but the formats (cpg, dbf, prj, sbn, sbx, shp, shx) are not compatible with SAM.gov. To request the files email the Contract Specialist at lstjohn@blm.gov. No site visit will be held but offerors may visit the site on their own. This solicitation is being issued as a total small business set-aside. The NAICS associated with this solicitation is 115310 Support Activities for Forestry, Fuels Management Services, which has a small business size standard of $34M. Award will be made on a Lowest Priced Technically Acceptable basis. See provision 52.212-2 `Evaluation' for details of what must be included with your quote. Technical questions regarding this RFQ shall be submitted in writing only via email to the Contract Specialist Laura StJohn at lstjohn@blm.gov by no later than Friday June 30, 2023 at 4:00 pm MST. Any questions received will be answered via an amendment to the solicitation on or about Thursday July 6, 2023. If no questions are received no amendment will be issued. In order to ensure all offerors have the same information questions will not be accepted by telephone, they must be emailed and the answers will be provided in the amendment. Quotes shall be submitted via email to lstjohn@blm.gov by no later than Wednesday July 12, 2023 at 4:00 pm MT. All quotes received will be acknowledged by a return email. Please include the RFQ number (140L3723Q0067) in the subject line of the email to ensure your quote is properly identified. Due to system limitations submissions through sam.gov or FBMS/PRISM will not be accepted. Offerors must be actively registered in the System for Award Management (sam.gov) as of the closing date and time of this solicitation. Please include your SAM UEI (Unique Entity ID) number with your quote so that we can verify your registration.
