Description
The Centers for Disease Control and Prevention (CDC) National Center for Injury Prevention and Control (NCIPC) Division of Violence Prevention (DVP) in Atlanta, Georgia, intends to negotiate a sole source contract with Regents of the University of Michigan under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures, and 41 U.S.C. 3304(a)(1). The contract will fulfill a CDC/NCIPC/DVP requirement for data archival services related to 2016 and 2017 National Intimate Partner and Sexual Violence Survey (NISVS) data. Services include preparation of the dataset, user guide, and analysis guide for archival; archival of the data, user guides, and NISVS instrument; hosting of the data, guides, and materials; and making the data available to authorized users. University of Michigans Inter-university Consortium for Political and Social Research (ICPSR) is uniquely qualified to provide the required services. Under a previous CDC contract, ICPSR provided data archiving services for 2011, 2012, and 2015 NISVS data, and ICPSR continues to host previously archived NISVS data. ICPSR possesses a unique familiarity with the NISVS data archives and an ability to archive data from 2016 and 2017 with the previously archived data in a cohesive and coherent manner. This is a notice of intent and is not a request for competitive quotes or proposals. No solicitation is available. Firms that believe they can meet the requirement are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within fourteen (15) days of publication of this notice. All information received within 15 days of publication of this synopsis will be considered by the Government to determine if additional firm(s) can meet the Government's requirements and is/are capable of providing the necessary services. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Federal Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any questions or comments should be directed via e-mail ONLY to Samantha Bily at QNB7@cdc.gov.
