- *** Question and Answer #9 *** Question #9. �Page 59 of 63 of the Solicitation, the definition of ""Full Replacement (FR) means those processes in which all of the asphalt pavement layers and some portion of the underlying bound or unbound layers are pulverized, stabilized, and compacted in place. Install base course approximately six inches and asphalt approximately two to three inches thick.""� (a) Please confirm that the term �stabilized� as shown in the definition shown above is to be done as described SECTION 32 11 23, ARTICLE 3.4 Preparation of Underlying Course or Subgrade. If not, please advise which section of the specification would apply. � (b) The base course which is to be installed at approximately six inches prior to the asphalt at two to three inches. Please confirm that this course is an �aggregate� base course in accordance with SECTION 32 11 23. If not, please advise which section of the specification would apply. Answer #9(a).� Section 32 11 23 Aggregate Base Course for Flexible Paving, Article 1.2 Definitions, as well as Subparagraphs 2.1.1.1 and 2.1.2.1 Aggregate Base Course, and Article 3.4 Preparation of Underlying Course or Subgrade, among others, discuss �aggregate base course� including mechanical stabilization by compaction and degree of compaction required.� The definition of Full Replacement (FR) on page 59 of 63 of the Solicitation indicates ""...and some portion of the underlying...layers....""��Therefore, Contractor should not assume all underlying material gets replaced.��Contractor shall inspect the underlying layers for consistency and conduct testing as specified in Section 32 11 23 such that Contractor meets specified compaction and surface tolerances. Tolerances are indicated--in conjunction with whole of the Specification--in Section 31 11 23 Article 1.6 Acceptance. Answer #9(b). �The �base course� discussed in Section 01 00 00 General Requirements, and Section 32 11 23 Article 3.5 Grade Control, is indeed the aggregate base course specified in Section 32 11 23. �Install aggregate base course as specified to meet the necessary grade. *** End Questions and Answers*** *** AMENDMENT 0001 *** The purpose of this amendment is to: (1) Provide Pre-Proposal Meeting Minutes, including Question and Answers #1 through #8. (2) Administratively correct estimated price in SF 1442 Block 10 to read ""between $500,000 and $1,000,000."" (3) Provide administrative corrections to National Guard Agency Protest Procedures at end of Section 00 21 16. (4) Incorporate FAR Clause 52.204-27 Prohibition on a ByteDance Covered Application in Section 00 72 00.1 *** ORIGINAL *** Asphalt paving (full replacement base course aggregate and bituminous; mill and overlay hot mix; drainage; sealant; striping); approximately 7,600 sq yards in 13 contiguous areas. Estimated price is between $500,000 and $1,000,000, if all options are exercised (no later than 30 Sep 2023). Bid bond required with proposal.� Payment and Performance Bonds required within 10 days of award.
