AMENDMENT 0001: There were no Request for Information (RFIs) emails received for this project by the deadline of June 28, 2023, therefore this proposal will still close at 4:00 p.m. CST on July 17, 2023.� The site visit was held on June 22, 2023. Please see the attached sign in sheet from the site visit. Clarification in RFP: Per page 11 of the RFP package, Experience Section - This information is correct and applicable to this project. Page 98 which is the Elevator Specifications, Section 14210, has outdated experience information and is not correct for this project.�� Thank you. SOLICITATION NUMBER: 47PH0923R0038 This is a request for proposals. Contractors are to provide the documents clearly identified in the attached RFP 47PH0923R0038, also please see Proposal Requirements section below. TITLE OF PROJECT: Freight Elevator No. 6 Modernization Project, H. Garcia Federal Building, San Antonio, TX DESCRIPTION OF PROPOSED WORK:� The General Services Administration (GSA), Public Buildings Service (PBS) is seeking to modernize one (1) existing geared traction freight elevator. The contractor shall provide new: AC motor, solid state microprocessor controls, cab, doors, and all associated work to provide one completely new elevator. This elevator modernization project shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards for this project located at the H. Garcia Federal Building in San Antonio, Texas. This elevator modernization project is a total small business set-aside. The small business firm must be an elevator contractor firm under NAICS code is 238290 and the current small business size standard is $22.0 million. The elevator contractor firm (prime) must be able to perform 90% of the work for this project. �It is anticipated that this project will take approximately 365 days to complete. Award of any resulting procurement will be based on a source selection employing a �Best Value Concept� methodology.�� GENERAL CONSTRUCTION REQUIREMENTS: �In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $250,000 and $500,000. LOCATION OF THE WORK:� Hipolito Garcia Federal Building, 615 E. Houston St., San Antonio, TX 78205. THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE. TENTATIVE DATES: The Pre-proposal meeting and site visit will be on June 22, 2023 at 10:00 am (CST) at the location above. Interested parties are to reach out to the Project Manager, Kristina Le at kristina.le@gsa.gov 24 hours in advance of site visit to provide a list of attendees. The proposal due date will be July 17, 2023 at 4:00 pm (CST).�The Pre-proposal meeting is vital to the preparation of a competitive and cost-effective proposal and to understanding the total result desired by the Government. �Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. The total Period of Performance (POP) for this task order is 365 days and includes 45 calendar days for required security clearances, pre-work submittals, and material ordering. Actual construction POP is 320 calendar days. PROCEDURES FOR AWARD: �The Government will make award to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government, non-cost (technical) factors and cost/price considered. For this solicitation, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government intends to evaluate each proposal for technical acceptability based upon the five following non-cost factors: (1) Technical Approach, (2) Experience, (3) Schedule, (4) Past Performance, and (5) Preventive Maintenance Approach.� It is the Government intention to award without discussions, but if determined necessary, the Government reserves the right to hold discussions. PROPOSAL CONTENTS / REQUIREMENTS (from II.A. Section of the Solicitation (pg. 10 of RFP)): To receive an award the following must be provided: 1. Price Proposal 2. Technical Proposal (addressing all five non-cost technical factors) 3. Representations and Certifications 4. Standard Form 24, Bid Bond (for proposals over $150,000) 5. GSA Form 527 � Contractor�s Qualification and Financial Information (if applicable) 6. Standard Form 1442 signed 7. Copy of VETS 4212 Registration (for proposals over $150,000) 8. At least three (3) completed PPQs for experience factor in Technical Section Electronic Submission of Proposals Offers sent shall be deemed timely if received by the email address of the GSA Point of Contact (POC) listed herein on or before the date and time established for receipt of offers, as recorded by the Government computer system�s documentation of the exact official time of receipt, not by the time it was sent by the Offeror or received on the GSA server. It is the Offeror�s responsibility to ensure proposals are complete and submitted early enough to be received by the GSA POC before the deadline, and to confirm receipt before the deadline. Proposals or portions of proposals which are received by the GSA POC later than the time noted within will not be accepted, reviewed, or considered. NOTE:� The maximum file size is 25 MB, therefore contractors/offerors need to plan accordingly.� Possibly submitting the proposal in parts (email 1 or 2, 2 of 2, etc.). WARNING:� Consistent with GAO case law on the issue of �late proposal,� GSA will strictly comply with and enforce FAR 52.215-1.� Under FAR 52.215-1, an electronically submitted proposal that is received late will not be considered unless �(1) it is received before award is made, (2) the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition and (3) it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals.�� FAR 52.215-1 (c)(3)(ii)(A). AMENDMENTS TO SOLICITATION: �It is the offeror's responsibility to monitor sam.gov for the release of any amendments. ������������������������������������������������������������� BONDING:� A bid bond is required as well as payment and performance bonds.� SECURITY:� Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check.� See attached RFP 47PH0923R0038.� ELIGIBLE OFFERORS:� All responsible small business firms may submit a proposal which shall be considered by the agency if received by stated closing date and time. All prospective offerors are also required to use the System for Award Management at www.sam.gov for registering their firm and completing representations and certifications.�
