Description
The General Services Administration (GSA) is soliciting Design-Build teams for design and construction services for the Centers for Medicare and Medicaid Services (CMS) in Woodlawn, Maryland. The General Services Administration (GSA), Public Buildings Service (PBS) assists CMS in carrying out their master plan for their campus in Woodlawn, MD. This effort is for Phase 3 of the master plan, which is to renovate their campus and bring employees back on campus from surrounding lease locations. The GSA has contracted NKB to prepare a program of requirements for the renovation of the third floor of the north building (N3) as well as the scope for the north building elevators. The program includes interior renovation of typical office space and training and conference areas. The north building has five passenger elevators and one freight elevator. This project includes the five passenger elevators. GSA intends to award a firm-fixed price design-build contract for this renovation. The General Services Administration (GSA) intends to renovate portions of the Headquarters facility for the Centers for Medicare and Medicaid Services (CMS) in Woodlawn, MD. The CMS Headquarters facility consists of 4 buildings, North (N), South (S), Central (C), and Warehouse (W). The building was constructed from 1993 to 1995. CMS has been going through a massive office renovation project referred to as the CMS Back on Campus effort. This effort has been to cut down the CMS leasing portfolio in an effort to bring those positions and people back onto the main campus. CMS has already completed renovations to the following areas: The cafeteria and the 1st and 2nd floors of the North building. CMS has an ongoing renovation in the South Lower Level, the Main Lobby, the Central building lower level, and the 1st floor of the Central building. This project will complete renovations to the North Building at CMS. A complete renovation of the 3rd floor will occur and a renovation to the elevators per the BER will be completed in the North building, completing the full renovation of this building for the CMS Back on Campus effort. The General Services Administration shall utilize the Two-Phase Design Build project delivery method in conjunction with the GSA�s Design Excellence & Construction Excellence Programs, designed to provide taxpayers with outstanding and cost-effective federal buildings. GSA has engaged an Architect Engineer (A/E) who will complete a Design-Build RFP for the project. The contractor will be required to have the ability to successfully coordinate all of the trade/subcontractor work and complete this project within all applicable government guidelines governing the work. This procurement will be solicited as a Total Small Business Set-Aside. The applicable NAICS code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $39.5 million. Magnitude of Construction: The order of magnitude for the contemplated acquisition is between $25,000,000 and $30,000,000. The location of performance is: Centers for Medicare and Medicaid Services 7500 Security Boulevard Woodlawn, Maryland 21244. The project estimated completion time is 510 days from notice to proceed. The overall project design is estimated at a duration of eight months while the overall construction is estimated to be completed in thirteen months. The Government will issue a single solicitation covering both phases of the Two-Phase Design-Build Selection Procedures set forth in FAR 36.3. In Phase 1 technical qualifications will be evaluated to determine which Offerors will submit proposals for Phase 2. Three (3) Offerors will be short-listed and invited to submit Phase 2 proposals. Those unsuccessful offerors participating in Phase 2 will be paid a stipend of up to $50,000 to offset the costs associated with the preparation of required conceptual designs. The selection factors for each phase are as follows: Phase I Technical Qualifications Prior Experience Past Performance Approach to Design Build Lead Designer Phase II Design Concept Key Personnel Management Plan Project Labor Agreement Offerors will be invited to submit a proposal subject to Project Labor Agreement (PLA) requirements (a PLA proposal), a proposal not subject to PLA requirements, or both. If a PLA is accepted by GSA, the awardee shall be required to execute a Project Labor Agreement with one or more appropriate labor organizations for the term of the resulting Contract. A detailed Program of Requirements (POR) package is currently being developed and will be provided in the Phase 2 solicitation package. A pre-proposal conference shall be held with information and logistics provided via SAM.gov at a venue to be determined later. Prior notification of attendance to this conference is mandatory.
