Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure a versatile scientific laboratory instrument with the capability to readily determine the solid surface energy, liquid surface tension, and interfacial properties between solids and liquids to ultimately determine the bonding potential of composite materials. This equipment is for use in research projects involving Fiber-Reinforced Plastic (FRP) composites, timber, paint, and other coating materials. The Dynamic Contact Angle (DCA)/Drop Shape Analyzer (DSA) instrument from Kruss Scientific Instruments, Inc (the KRUSS DSA 100E) is the only instrument found that offers all-in-one measurements for contact angle, interfacial tension, surface free energy, and adhesion analysis. Similar instruments offer only one of these capabilities, but use of separate instruments would both limit the scope of materials that could be tested by one instrument and decrease efficiencies in the laboratory and in data security. The KRUSS instrument comes with a high-resolution, high-speed camera, and a compatible desktop instrument control module with operating software. The manufacturer offers a 3-year software assurance policy that includes unlimited software upgrades, installation services, and a 1 year preventative maintenance package, but these features are only available when the item is purchased directly from Kruss. Therefore, ERDC-CERL intends to award a purchase order on a sole source basis to Kruss Scientific Instruments, Inc. in accordance with FAR 13.106-1(b)(1). This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 334516 � Analytical Laboratory Instrument Manufacturing which has a size standard of 1,000 Employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy. Please provide responses to this notice no later than July 13, 2023 at 12:00pm, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
