- THIS IS A SOURCES SOUGHT NOTICE AND REQUEST FOR STANDARD FORM (SF) 330s ARCHITECT-ENGINEER (AE) QUALIFICATION PACKAGES ONLY. THIS IS NOT A REQUEST FOR A/E FEE PROPOSALS. NO ADDITIONAL SOLICITATION PACKAGE OR TECHNICAL INFORMATION WILL BE ISSUED. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. All information needed to submit SF330 documents are contained herein. Federal Acquisition Regulations (FAR) subpart 36.6, and Selection of Architects and Engineers Statute (formerly known as Brooks Architect-Engineer Act) selection procedures apply. The AE Services listed herein is being procured in accordance with Selection of Architects and Engineers Statute as implemented in FAR subpart 36.6 and VAAR 836.6. Pursuant to FAR 52.236-25, the firm responding to this requirement must be permitted, by law, to practice the professions of architecture or engineering and meet all required qualifications for the Commonwealth of Puerto Rico. For a Small Business to be considered as a prospective offeror/contractor, the firm including Joint Ventures, must be verified, and registered in the System for Award Management (SAM) database (www.sam.gov) at time of submission of their SF330s/qualifications. Failure of a prospective Small Business to be verified in SAM at the time the SF330 is submitted shall result in elimination from consideration. FAR subpart 19.5 addresses small business set asides. PROJECT NUMBER: 672-23-114 PROJECT TITLE: Perform Study to Correct Deficiencies at Domestic Water Tanks WORK LOCATION: VA Caribbean Healthcare System, San Juan, PR SET-ASIDE: Total Small Business NAICS: 541330 Engineer Services and the annual small business size standard is $22.5M TYPE OF CONTRACT CONTEMPLATED: Firm-Fixed Price ESTIMATED COMPLETION DATE: The anticipated completion of this project is 184 calendar days after the Notice to Proceed (NTP). Approximate time frames for each submission are presented below: Begin Schematic Design (Notice to Proceed): NTP Submission of Iterations (SD): NTP + 45 Days First Submission of Study report (SD 25%): NTP + 75 Days First Review Meeting and Return First Submission: NTP + 105 Days Second Submission (Design Development 1) (DD1 35%): NTP +135 Days Final Bid Set Submission: 184 Days POINT OF CONTACT: Jaimee Morgan, Contract Specialist, Email: jaimee.morgan@va.gov. SF 330 DATE OF RECEIPT/DUE DATE: Interested firms having the capabilities to perform this work must submit one (1) electronic SF 330 and attachments (if any) no later than (NLT) 3:30 PM Eastern Standard Time (EST) August 4th, 2023. The VA s email system will not allow for file sizes greater than 8MB. If sending multiple emails, please see directions provided further down in this notice. Site Visits will not be arranged during this phase. PROJECT OVERVIEW: This A/E services project will furnish all necessary professional services, equipment, labor, materials, supervision, tools, testing, and specialty services to perform design services for project number 672 23 114, Perform Study to Correct Deficiencies at Domestic Water Tanks at the VA Caribbean Healthcare System (VACHS), located at 10 Casia Street, San Juan, Puerto Rico 00921 3201. The A/E Service works include, but is not limited to site investigations, all necessary inspections, survey and evaluation of the existing study site, verification of existing drawings, and comprehensive research. This project is to provide engineering design services and perform a study to determine the deficiencies of the two 1-Million-gallon domestic water tanks (T1 & T2), the corrections needed, the feasibility of performing repairs to the tanks, and develop detailed as built drawings and construction cost estimates to repair these deficiencies. This study shall include a thorough evaluation of the site and tank foundation, the tank shell condition at the exterior and interior, and all necessary studies to ensure that the current structural integrity of the tanks is not compromised by corrosion. ***PROJECT OVERVIEW END*** A/E FIRM SELECTION: Firms responding to this announcement by submitting a qualifying SF 330, before the closing date and time, will be considered for initial selection evaluation. Following initial evaluation of the SF330s received, three or more firms that are considered the most highly qualified to provide the type of services required will be selected for interviews. Selected firms will be notified by email of selection and provided further instructions. Selection and evaluation of firms shall be made based on SF330 submissions and direct responses to the selection criteria identified herein. Failure to address all selection criteria will result in a decreased rating. Firms that design or prepare specifications in conjunction with this contract are prohibited from participating on any future construction contracts based on those documents. All projects identified on the SF330 must be completed by the office/branch/individual team member performing the work under this contract. SELECTION CRITERIA: Selection will be based on the following criteria which are provided with equal importance. PROFESSIONAL QUALIFICATIONS Specific qualifications needed include (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the AE firm) of personnel proposed for assignment to the project. The project architect or engineer of record must be licensed to practice in the Commonwealth of Puerto Rico under local law requirements. Submit legible copy of Commonwealth of Puerto Rico valid professional Engineer or Architect license of the architect-engineer of record. Identify on SF 330, Part I - Contract-Specific Qualifications, Section D. Organizational Chart of Proposed Team, the architect-engineer of record designated to this project. The Designer of Record must have at least five (5) years of experience with physical plants. Submit record of working together as a team for the personnel proposed for assignment on this project. Also submit the types and number of projects the AE firms (or design team members) have worked together on over the past five (5) years. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE Specialized experience and technical competence in the type of work required, including where appropriate, LEED certification, as well as experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Specialized experience and technical competence will be evaluated based on the design team members knowledge, both individually and collectively as a team, in all types of constructions, renovations, and/or studies. AE Firms must submit at least five (5) but up to seven (7) similar designs for projects involving new construction and renovations inside medical facilities. Designs must be at least 75% complete prior to the release date of the sources sought notice. AE Firms (or design team members) will be evaluated on their processes in relation to design quality management procedures, Computer-Aided Design, and Drafting/Building Information Modeling, Building Information Modeling, equipment resources and laboratory requirements for the AE firm and any proposed subcontractors. AE Firms (or design team members) will be evaluated on their experience at incorporating sustainability principles into designs and evaluations, descriptions of waste reduction techniques and energy efficiency in facilities designed by the team, as well as familiarity with the use of recovered materials on construction contracts. CAPACITY Capacity to accomplish the work in the required time. Submit project lists for designs in progress or completed by the personnel proposed for assignment to the project; Indicate how the team accomplishes multiple, large, and small projects simultaneously, at different locations, within required timeframes over the last five (5) years. The number of and types of employees (prime and subcontractor), including the availability of additional competent, regular employees for support of projects, and the depth and size of the organization. Submit information on the volume of work awarded during the previous 12 months to the prime and all subcontractors. RELEVANT PAST PERFORMANCE Past performance on contracts with Government agencies and the private industry in terms of cost control, quality of work, and compliance with performance schedules. The Government will evaluate the AE firm s past performance and any subcontractors to determine the degree to which it demonstrates the likelihood it can successfully perform the requirements of the work as described in the Statement of Work. To be considered recent past performance, the contract shall either be currently active with at least 75% completion or completed within the past five years of the posting date of this notice. In the case of a joint venture, LLC, or other team arrangement formed for the purpose of competing for this contract, the Government will evaluate relevant past performance of the entities that comprise the newly formed entity. Relevant past performance includes current or past contracts similar in size (dollar value), scope (type and nature of work), and complexity (duration, and/or risk) to the work described herein. The Government will use information either furnished by the Offeror and reference(s) and/or information obtained from other independent data sources in evaluating relevant past performance. Submit performance ratings on completed projects. Experience working in VA medical facilities is preferred, however, previous work on other Government, as well as private sector projects, will be considered. For AE firms without a record of relevant past performance or for whom relevant past performance information is not available, the AE firm will not be evaluated favorably or unfavorably. LOCATION It is expected that your SF 330 submittal will show your knowledge of the location in general geographical area of the project, knowledge of the locality of the project, and knowledge of state/local requirements (e.g., regulations, codes, standards) as it relates to this project. Also demonstrate your proximity to the general geographical area enables you to physically show up to the work site within 5 hours, when required. REPUTATION AND STANDING Provide a narrative of the Firm s reputation and standing including principal officials with respect to professional performance, general management, and cooperativeness (Awards, Outstanding Merits, Recommendations). RECORD OF SIGNIFICANT CLAIMS Provide a narrative of the Firm s record of significant claims against the firm because of improper or incomplete architectural and engineering services. If no record of significant claims against the firm because of improper or incomplete architectural and engineering services, please specify.
