- This is a Sources Sought synopsis. This Sources Sought is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP). The Government will not pay for any information or administrative cost incurred in response to this announcement. No basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. Disclaimer and Important Notes The National Oceanic and Atmospheric Administration (NOAA) is not accepting proposals at this time and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information shall be included in your response to this Source Sought. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. The purpose of this Sources Sought is to improve the understanding of Government requirements and industry capabilities. This allows potential offerors to participate and provide information on how they can satisfy the Government's requirements. Responses will assist the Government in determining the availability of potential solutions in the marketplace. It is the responsibility of the potential offerors to monitor SAM.gov for additional information pertaining to this requirement. For information regarding this acquisition, contact the Contracting Officials listed herein. This exchange of information must be consistent with procurement integrity requirements (See FAR 3.104). Interested parties include potential offerors, end users, Government acquisition and supporting personnel, and others involved in the conduct or outcome of the acquisition. General Scope of Requirement The contemplated award is for Preventative Maintenance for Trane Chillers for the National Oceanic and Atmospheric Administration�s (NOAA) National Environmental Satellite, Data, and Information Service�s (NESDIS) Office of Satellite and Product Operations (OSPO). Performance of this requirement shall take place onsite at the Wallops Command, Data, and Acquisition Station (WCDAS) located at 35663 Chincoteague Road, Wallops Island, VA 23337. WCDAS requires maintenance for four (4) Trane RTHD Chillers that must be maintained per the manufacturer�s specifications by factory trained and certified personnel using Original Equipment Manufacturer (OEM) parts and materials. The Trane Chillers are a critical part of the WCDAS� chill water systems and must be able to provide cooling to the station on a 24/7 basis, as well as, during catastrophic weather events. The contractor shall be capable of providing all parts, labor, and laboratory analysis in support of this requirement. This requirement will require the following support: Scheduled Maintenance Program Testing and Inspection � Visual inspection and testing of equipment to determine its operating condition and efficiency. Activities shall include, but are not limited to: a. � � � Excessive Vibration Testing b.� � � Motor Winding Resistance Testing c. � � � Refrigerant Charge Testing d.� � � Fan Revolutions Per Minute (RPM) Testing e. � � � Refrigerant Oil (Acid) Testing f.� � � � Water Condition Testing g.� � � Safety and Unit Controls Testing h.� � � Worn or Failed Parts Inspection i.� � � � Mountings Inspection j.� � � � Drive Couplings Inspection k.� � � Oil Level Inspection l.� � � � Water, Oil, and Refrigerant Leak Inspection Periodic Maintenance � Clean, align, calibrate, tighten, adjust, and lubricate equipment. Activities shall include, but are not limited to: a. � � � Cleaning Electrical Contacts b.� � � Ensuring Proper Functionality of VFDs c. � � � Calibrating Safety Controls, Temperature Controls, and Pressure Controls d.� � � Tightening Electrical Connections, Mounting Bolts, Refrigerant Pipe Fittings, and Damper/Valve Linkage Predictive Testing and Analysis�- Activities shall include, but are not limitied to: a. � � � Spectral Oil Analysis b.� � � Refrigerant Analysis c. � � � Vibration Analysis (Annually) d.� � � Evaporator Head Removal e. � � � Evaporator Tube Cleaning on Water Cooled Chiller f.� � � � Eddy Current Testing on Evaporator and Condenser Sections Equipment to be Serviced 1.� � � Chiller Trane CH-2 Model # RTHDUB1AXHOU Serial #AB U10B06440 2.� � � Chiller Trane CH-1 Model # RTHDUB1AXHOU Serial #AB U10B06441 3.� � � Chiller Trane CH-3 Model # RTHDUB2FXJOU Serial #AC U13E06052 4.� � � Chiller Trane CH-4 Model # RTHDUB2FXJOU Serial #AC U13E06053 Qualifications Demonstrated Prior Experience At least five (5) years of demonstrated prior experience with development of building controls projects with competence in system design, configuration, optimization, and operational sequencing. At least ten (10) years of demonstrated prior experience in servicing chiller and cooling tower systems similar to the equipment referenced above. Certified Contractor Personnel Demonstrate that contractor personnel are certified and �factory authorized� by the manufacturer, Trane Technologies, to provide warranty-related services and services for sustaining original design performance (ODP) of the equipment referenced above. Emergency Services Demonstrate that the contractor is capable of providing 24/7/365 service response for the equipment referenced above. Sources Sought Respondents Sources intending to respond to this posting should thoroughly review the aforementioned and submit the following information: Identification of your firm's business size and identification of your firm�s Commercial and Government Entity (CAGE) Code and Unique Entity Identifier (UEI) number. Capability statements should reveal your firm�s presence (if any) on Government-Wide Contract Vehicles (e.g. NASA SEWP, GSA Advantage, etc.) that can support this requirement. Capability statements expressing your firm�s interest in this requirement, describing your company and its capability to meet the minimum Scheduled Maintenance Program requirements and Qualifications stated in this post with a description of your proposed services and/or supplies that would meet the requirements. Interested parties should provide sufficient detailed information, which demonstrates the capability of the proposed solution.
