Description

This NOTICE OF INTENT is for the procurement of Epiphan Video Pearl II and Pearl Nano video units required for streaming and recording of MQ-25 ground control station video data.� This data is being recorded by flight-test instrumentation equipment, and then streamed to the control room contained within Atlantic Test Range (ATR), for real time safety observation as well as post-test flight analysis. This requirement is advertised as SOLE SOURCE. The Government intends to award a Firm-Fixed Price contract, on a sole source basis, Epiphan Video; 400 March Rd, Suite 510, Ottawa, ON, K2K 3H4, Canada for this procurement. The statutory authority permitting other than Full and Open Competition is USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and 13.5 will be utilized for this commercial acquisition. The requirement will include the following: Pearl Nano � ESP1610, Qty 34 Pearl-2 Rackmount � ESP1151, Qty 32 A draft Statement of Work is hereby provided as Attachment (1). This notice is not a request for competitive proposals. All responsible interested parties may submit a capability statement by 4:00 p.m. on 21 July 2023 via e-mail to aimee.k.raley.civ@us.navy.mil, which will be considered solely for the purposes of determining whether to conduct a competitive procurement. The Government shall not reimburse interested sources for any information provided nor return any information provided.
