- Description
- The Army Contracting Command � Detroit Arsenal (ACC-DTA) intends to award a Federal Acquisition Regulation (FAR) based follow-on production contract for the Medium Equipment Trailer (MET) under the authority of 10 U.S.C. 4022. The request for proposal (RFP) will be sole source to Oshkosh Defense, LLC (hereafter referred to as Oshkosh), the successful Project Agreement Holder (PAH) under the National Advanced Mobility Consortium (NAMC) Other Transaction Agreement (OTA) W15QKN-17-9-1025 RPP-19-16. Only prototype PAHs that have been deemed to have built a successful prototype will be afforded the opportunity to compete for the production contract award under solicitation number W56HZV-23-R-0060, and the selection will be executed under the authority outlined at 10 U.S.C. 4022. As a result, the RFP is sole source to Oshkosh. The MET is a semitrailer capable of transporting combat vehicles weighing up to 60 tons, obtain European Highway Road Network Accessibility (RNA) with payloads weighing up to 45 tons, and negotiate under four meter overpass. The primary mission of the MET is to load, secure, and transport Bradley Fighting Vehicles (BFV), Armored Multi-Purpose Vehicles (AMPV), Paladin, and Field Artillery Ammunition Support Vehicles (FAASV). The MET will be interoperable with the Enhanced Heavy Equipment Transporter System (EHETS) M1300 prime mover and meet the mission profile of 80% primary and 20% secondary roads. The offeror shall provide METs that conform to the MET Performance Specification as detailed in the forthcoming solicitation. In addition to manufacturing and providing the MET quantities, the offeror shall also conduct various programmatic meetings; develop Logistics Products; provide Technical Service Representative (FSR) Support for Product Qualification Testing (PQT), Operational Testing (OT), and Logistics Products Development; administer configuration management functions; and various other functions as discussed in the solicitation. The anticipated period of performance is Fiscal Year (FY) 2024-2031. The total estimated maximum quantity specified in the contract will be 577 each MET quantities. The contract will specify delivery of 3 each MET LRIP within six months after contract award for the purpose of PQT, OT, and Logistics Products Development. Follow on production delivery shall begin 180 days after receipt of order at a rate of 15 trailers per month. Delivery will be FOB origin for the MET LRIP Trailers and FOB Origin for the follow on production MET quantities. ACC-DTA will solicit this action on a sole source basis to Oshkosh Defense, LLC. As a result of this solicitation, ACC-DTA intends to award a Firm Fixed Price IDIQ contract to Oshkosh Defense, LLC IAW the procedures outlined at 10 U.S.C. 4022. ***Update*** 15 June 2023: Solicitation Amendment 0001 is issued.
