- Requested Information Program Executive Office Command Control Communications-Tactical (PEO C3T) Project Manager Mission Command (PM MC) Purpose: This Request for Information (RFI) is issued by Project Manager Mission Command to provide the United States (U.S.) Army industry feedback on current the current state of Data Science Platform capabilities that may provide a solution for the next generation of Mission Command system. The Government is requesting interested sources to provide sufficient information in the form of a white paper, not to exceed 20 pages, that demonstrates recent experience (within the last three (3) years) and the capabilities in providing the requirements described within this RFI. Intent: This is a request for information (RFI) only. PM MC requests that all interested parties respond with their respective capabilities to perform the effort described in this RFI. This RFI shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this RFI or its responses. Responses to this RFI will be treated only as information for the Government to consider. There is no payment for direct or indirect costs that are incurred in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government will not pay for the information submitted in response to this RFI. Generic capability statements will not be considered. Requirement Overview Project Manager Mission Command is seeking a Data Science Platform (DSP) to provide users with the ability to develop AI Apps on, as well as refine and visualize data sets from multiple domains, services, agencies, and multinational sources. ��The DSP is intended to be a self-service capability for use by Data Scientist users in Army units. The capability will enable continuous monitoring of data and provide users a data platform for accessing and creating Artificial Intelligence (AI) and Machine Learning (ML) models in R and Python. It also provides the ability to share and alter previously saved ML models to generate understanding and drive decisions across multiple formations. This enables understanding and decision-making at speeds beyond human cognition and analysis.� Relevant data ingested and the information produced by the DSP will pass seamlessly between the computing environments.� It can also source and share data and information from a Mission Partner Environment (MPE) with Joint and Coalition Partners. �The DSP must have the ability to build AI/ML models, deploy models, monitor model performance, train, and tune the models, create workflows, and expose an application programming interface (API) to provide Leadership rapid responses to achieve their objectives. An overview of required DSP requirements is provided in the section below; a complete list of all requirements is provided in Enclosure A. �Responses to this RFI should include an assessment of how many and how well each requirement is met as well as frequency of updates to the tool set and supporting libraries. Data Science Platform Use Case The following use case describes the capability to collaboratively develop and share AI and machine learning models. Users collaboratively review, comment, and propose changes to models. Data used to train machine learning models is managed in a data catalog. Users import and join internal and external data as the first step in the process. Users then prepare data for use by cleansing, enriching, and labeling features. Models are then developed and trained using the data from the data catalog. Users experiment with variations of model parameters and data. The system supports experimentation through the automatic generation of model variations for execution, monitoring, and comparison. Based on experimentation results, the user selects the best model variation for deployment. The selected model is deployed for production use. The user establishes model parameters representing expected prediction ranges while the system establishes parameters based on the training data. The system monitors experimental models and production models notifying the user of data drift and prediction anomalies and biases based on established parameters and training data. The user creates automated workflows to continuously train, deploy, and monitor models. Corporate Experience: Prior/current United States Department of Defense (DoD) and/or foreign defense department corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of the specific task areas in the referenced contract as it relates to the services described herein. Please indicate whether you have a Communications Security (COMSEC) Account and specific experience managing COMSEC, Controlled Cryptographic Items, and classified equipment. Capabilities: Describe experience and capabilities in regard to your company's ability to manage DoD tasks of this nature and size. Please provide a narrative to address the following: Post-Production Software Support & System Engineering Expertise.� Must provide post-production software support and deployment software support to include: System engineering software development, software upgrades, testing, integration, training and help desk support for legacy and new software components. Security Requirements.� The contractor will be required to have at a minimum, a Secret Security Clearance for all personnel with exception to administrative support personnel. The contractor shall also be required to have at a minimum, a Secret Facility Clearance, and Secret Safeguarding.
