Description

The U.S. Army Contracting Command � Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Natick Contracting Division, in support of the U.S. Army Combat Capabilities Development Command � Soldier Center (DEVCOM-SC) intends to award a Firm Fixed Price contract on a sole source basis to Kuraray America, Inc., located at 2625 Bay Area Blvd. Ste 600, Houston, TX, 77058, under the authority as prescribed in FAR 13.106(b)(1).� The requirement is for a �retort-shock� resistant Ethylene vinyl alcohol�(EVOH) copolymer barrier layer for use in the unitized group ration, heat & serve� (UGR) tray. The purpose of this contract is to conduct material development of a stable EVOH barrier layer for use in the UGR ration tray which is resistant to �retort shock�, which reduces barrier performance shortly after retort until the EVOH layer has time to dry and equilibrate. This contract supports JSN 23-09 Reduction of Packaging in Military Ration Platforms, which is a research effort funded by the Combat Feeding Research and Engineering Program.� Kuraray is the only producer of retort-shock grade EVOH and is the current EVOH supplier for the UGR tray. �Their familiarity with UGR tray EVOH resin production can be leveraged into discussions about design and process optimization and material downgauging. The North American Industry Classification System (NAICS) for this requirement is 541715 and the size standard is 1000 employees. THIS IS NOT A REQUEST FOR PROPOSALS.
