- The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) intends to issue and award a sole source firm fixed price single award type contract to Olympus America Inc. located at 3500 Corporate Parkway, P.O. Box 610 Center Valley, PA 18034, for providing the Veterans Administration Medical Center GI section with a lease agreement for procedure scopes, maintenance, and service as well as 2 option periods. The current scopes are being used within the Veterans Administration is the GIF-X960 Slim Flexible Video Ureteroscopes and CF-HQ-190L Cysto Nephro Videoscopes. This is a brand name action due to the specified scope must be compatible with the current system. It has been determined that Olympus America Inc. is the one responsible source who can provide this requirement in the Houston TX area in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements . THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES/PROPOSALS AND NO SOLICIATION IS AVAILABLE. Telephone request will not be honored. No award will be made based on quotes or offers received in response to this notice. All responsible sources may identify their interest to meet this requirement to Oney Kelly, by 13:00 P.M. Central Time, Tuesday, July 18, 2023. If you have questions, please submit via email no later than, Friday, July 14, 2021, before 13:30 P.M. Additionally, any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. The intent of this notice is for informational purposes only. Interested parties may submit information for consideration by the government to: Oney.kelly@va.gov SCOPE OF WORK AND GENERAL SPECIFICATIONS FOR Urology Scope Leases Background: The Michael E. DeBakey VA Medical Center (MEDVAMC) GI section is requesting a lease agreement for procedure scopes, maintenance, and service along with two (2) option years. These scopes and attachments are all compatible to the Olympus integration system that is hardwired to the operating rooms and screens throughout the GI section. If another scope vendor were to be used, it is not compatible to the integration system that was previously installed. Project Scope: LINE ITEM QUANITY UNIT OF ISSUE Base Monthly Equipment Payment Month 12 Base Monthly Service Payment Month 12 Base Monthly Property Tax Payment Month 12 Supply Specifications Requirements: Able to be used with Olympus Integration System Able to add/delete scopes throughout the duration of the base & option years Maintenance/service included The C&A requirements do not apply, and a Security Accreditation Package is not required.
