- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institutes of Health (NIH), National Institute of Child Health and Human Development (NICHD), Office of Acquisitions (OA) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to: Applied Patient Experience, LLC.: 2201 Wisconsin AVE NW STE 200 Washington, District Of Columbia 20007-4100, United States NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541910 with a Size Standard $22.5M. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-99-1, July 16, 2018. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000). STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. GENERAL INFORMATION 1. Title: Examining decisional needs and contextual factors influencing physical activity among diverse breast cancer survivors: A formative evaluation 2. Background Information: Physical activity has been shown to reduce the risk of breast cancer recurrence, death due to breast cancer, all-cause mortality, and common side effects of treatment in breast cancer survivors. However, the complexity of prescribing physical activity to diverse breast cancer survivors means that the potential of physical activity to address health inequities and improve their lives has yet to be fully realized. The American College of Sports Medicine and American Cancer Society physical activity guidelines for cancer survivors have been updated relatively recently drawing upon new evidence. According to current guidelines, both aerobic and muscle strengthening activity are recommended for breast cancer survivors. While these guidelines are helpful, there is a need for specific, more personalized, physical activity guidelines/prescriptions to engage clinicians and patients to increase physical activity among breast cancer survivors. Moreover, a previous study outlined a patient patient-centered pathway to guide healthcare professionals to efficiently assess individuals and provide appropriate referrals to physical activity specialists. However, conversations about physical activity between healthcare professionals and cancer survivors does not appear to be standard practice, and referrals are even less common. In addition, evidence raises concerns about the ability of healthcare professionals to have constructive conversations with cancer survivors about physical activity. With respect to breast cancer survivors in particular, clinicians perceive a lack of training and knowledge concerning physical activity promotion, and report that they are unsure of when to integrate physical activity counselling into different phases of survivorship. We aim to develop a web-based decision tool to support the provision of efficient, effective, and equitable care via personalized physical activity prescriptions and/or referrals for diverse breast cancer survivors. Therefore, we will need to consult with stakeholders (breast cancer survivors, healthcare professionals, physical activity promoters) to gain their perspectives on the prospect of such a tool to inform its development. The intramural research program at NIMHD currently does not have the expertise necessary to conduct this formative evaluation with these stakeholders. Thus, the purpose of this needs assessment is to elicit the decisional needs and contextual factors we need to consider in developing a tool to support the provision of efficient, effective, and equitable care via personalized physical activity prescriptions and/or referrals for diverse breast cancer survivors. Period of Performance: Base Year: September 01, 2023 through August 30, 2024 CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
