Description The purpose of this synopsis is to notify interested parties the U.S. Transportation Command�s (USTRANSCOM) Directorate of Acquisition (AQ) anticipates issuance of a solicitation for air transportation services to and from Copenhagen, Denmark, Kangerlussuaq, Greenland and Pituffik Space Base (SB), Greenland along with receiving, storing, and processing cargo. USTRANSCOM/TCAQ-CL anticipates issuing an RFP on or about 14 July 2023. The contractor shall provide round trip charter flights between Copenhagen, Denmark and Pituffik SB, Greenland approximately every four weeks with a capacity of at least 150 passengers and 25,000 kilograms (kg) of cargo per flight. The contractor will be authorized to recommend enroute stops upon mutual agreement between the contractor and the government.� The contractor shall provide round trip charter flights between Kangerlussuaq, Greenland and Pituffik SB, Greenland two to four times a month with a capacity of at least 30 passengers and 100 kg of cargo per flight. In addition to the above charter flights, the contractor shall provide scheduled services (non-charter) for passenger and cargo movements on an ad-hoc basis.� An estimated 700 passenger movements (one-way tickets) per year will be required between Copenhagen, Denmark and Kangerlussuaq, Greenland.� An estimated 8,000 kg of cargo per year will be required to be moved between Copenhagen, Denmark and Kangerlussuaq, Greenland. Also required will be the temporary refrigerated storage and movement to the aircraft for general (dry) and subsistence (chilled) cargo. The Product & Service Code (PSC) is V221 Transportation/Travel/Relocation- Travel/Lodging/Recruitment: Passenger Air Charter Service.� The Government intends to award a single-award contract for a base period of performance effective 1 March 2023 through 30 April 2024, and will include four one-year option periods. In addition, FAR clause 52.217-8, Option to Extend Services, will be included, possibly extending the period of performance an additional six (6) months. The anticipated Contract Line-Item Number (CLIN) structure will be inclusive of separate Firm Fixed Price (FFP) CLINs for chartered and scheduled services by route, and an Economic Price Adjustment (EPA) CLIN for fuel. All responsible sources may submit a proposal, which shall be considered by the agency. No small business set aside will be utilized. Fly CRAF and Fly America Act are applicable. If no CRAF or US-Flag Carrier is reasonably available, preference will be given to Greenlandic/Kingdom of Denmark Flag carrier. The Government intends to use a best value trade-off source selection in which past performance history will be evaluated on a basis approximately equal to price considerations. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, general business compliance, technical capability, past performance, price, and other factors considered in accordance with the Request for Proposal (RFP).
