- Description
- The USPFO for Ohio intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the repaving and repair of existing roads at various locations throughout the Camp James A. Garfield Joint Military Training Center (CJAG); located at 8451 State Route 5 Ravenna, OH. 44266. Repairs will consist of asphalt chip & seal, surface repaving and full depth repairs. The base bid will consist of one section of road that requires crack, seal and pothole repairs along: Fuse and Booster Road � 11,088� L x 20� W (from George Road to Greenleaf Road), Fuse and Booster Spur Road � 5,280� L x 19� W (from Fuse and Booster Road to Newton Falls Road) Detonator Spur Road � 2,640� L x 19� W (from Fuse and Booster Road to Newton Falls Road). Slagle Road � 8,448� L x 20� W (from Newton Falls Road to Smalley Road) South Patrol Road � 7,920� L x 20� W (from Greenleaf Road to Route 80) In addition to the base items listed above their will be 7 additional option locations: Option# 1: Newton Falls Road � 12,144� L x 20� W (from Route 80 to West Perimeter Road) and Road A North � 2,420� L x 20� W (from Newton Falls Road to Road 1A) Option# 2: McCormick Road � 11,080� L x 20� W (from Route 80 to West Perimeter Road) Option# 3: East Post HQ Parking Lot (10,300 square yards) Option# 4: Post HQ/DPW Parking Lot (5,500 square yards) Option# 5: Road 1A � 5,069� L x 14� W (from Road A North to McCormick Road) Option# 6 Road 3B � 5,323� L x 14� W (from Newton Falls Road to McCormick Road) Option# 7 Road 5B � 5,323� L x 14� W (from Newton Falls Road to McCormick Road) The contract duration will be 365 days after the notice to proceed. This project will be a 100% Small Business Set-Aside. The North American Industry Classification (NAICS) Code is 237310 � Highway, Street and Bridge Construction. The size standard is $45,000,000.00. The magnitude of construction is between $1,000,000 and $5,000,000. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states �By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded�. The tentative date for issuing the solicitation is on-or-about 01 July 2023. The tentative date for the pre-bid conference is on-or-about 14 July 2023, 9:00AM local time, location will be in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements will be shown in the solicitation. A site visit will follow the pre-bid conference. The bid opening date is scheduled for on-or about 01 August 2023. Actual dates and times will be identified in the solicitation. �Interested offerors must be registered in the System for Award Management (SAM). To register go to www.sam.gov. The solicitation and associated information and the plans and specifications will be available only from the Contract Opportunities page at SAM.gov. In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements.
