- THIS IS SET ASIDE FOR ALL INDIAN SMALL BUSINESSES ECONOMIC ENTERPRISES. The Bureau of Indian Education (BIE) is soliciting offers to procure for Gym Floor Finishing Services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 140A2323Q0492, herein cited is issued as a Request for Quote (RFQ) and will be procured under FAR Part 12, Acquisition of Commercial Items. This acquisition is for Indian Small Business Economic Enterprise Set-Aside . The North American Industry classification (NAICS) code is 238330 and the business size $19.0. SCOPE OF WORK: The Department of the Interior Bureau of Indian Education � Wingate Elementary School is soliciting proposals for a contractor to refinish the gym floor at Wingate Elementary School. The government intends to award a requirements contract for this requirement. The solicitation is for a base year with four option years. See the attached SOW for more details PERIOD OF PERFORMANCE: BASE YEAR: From Award to July 31, 2024 OPTION YEAR 1: from August 1, 2024 to July 31, 2025 OPTION YEAR 2: from August 1, 2025 to July 31, 2026 OPTION YEAR 3: from August 1, 2026 to July 31, 2027 OPTION YEAR 4: from August 1, 2027 to July 31, 2028 PLEASE SEE THE ATTACHED SF 1449 FOR THE CONTRACT CLAUSES. EVALUATION FACTORS: FAR 52.212-1 Instructions to Offerors�Commercial Products and Commercial Services (Mar 2023) 1) Quote Format The non-price quote shall include the following information: � Product Specifications/drawing/designs of the quoted product. � The offer shall provide proof that they are an authorized distributor/reseller if applicable. � The quote shall NOT submit items that are refurbished, grey market items, on backorder, or require manufacturing to deliver. All products shall be fully manufactured, available in stock, and ready to ship. � The quote shall include all lead times for delivery. 2) Pricing Provide a firm fixed price in accordance with the requested price schedule/structure. The requirement is all inclusive for complete and useable items and quotes must contain all associated costs in accordance with FAR 52.212-4k. Additionally, if the scope referenced in this solicitation requires removal or install, the price should be inclusive of that as well. 3) Technical Questions Technical questions pertaining to this opportunity are due by July 13, 2023 at 12:00p.m. Answers to the questions will be posted approximately on July 14, 2023. All questions should be submitted in writing to the Contracting Officer (CO) at maryjane.johnson@bie.edu 4) Quote Due Date All quotes in response to this opportunity are due no later than Monday, July 17, 2023 at 12:00 p.m. Mountain Daylight Time. Quotes will only be accepted via electronic mail and must be emailed to the CO at maryjane.johnson@bie.edu by the closing date. 52.212-2 -- Evaluation -- Commercial Items (Nov 2021) Addenda � Evaluation - Lowest Price Technically Acceptable (LPTA) (a) The Government will award a firm fixed price purchase order (PO) resulting from this solicitation to the Lowest Priced Technically Acceptable quoter whose quote conforming to the solicitation will be the most advantageous to the Government. The following are the technical acceptability standards: � The products shall conform with the products and specifications in the solicitation. � Contractor shall demonstrate its capability in meeting the delivery time frame of upon receipt of award ARO. � The contractor shall demonstrate its ability to meet the delivery deadline by providing proof of its capability to deliver fully manufactured items, which are in stock, and ready to ship. � Proof of being an authorized reseller, if applicable. Price: Price will be evaluated for price reasonableness. (b) After technical acceptability has been determined, price will be the determining factor. (End of Provision) Award will be made at a fair and reasonable price to the lowest responsive and responsible offeror whose quote conforming to the requirements herein will be the most advantageous to the Government. Please provide your response to the evaluation factors, UEI#, along with a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items and DIAR 1452.280-4, Indian Economic Enterprise Representation. These documents (completed 52.212-3 and DIAR 1452.250-4) are required to be considered for award.
