- Description
- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institutes of Health (NIH), National Institute of Child Health and Human Development (NICHD), Office of Acquisitions (OA) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to: Bruker Biospin Crop.: 15 Fortune Dr. Billerica, MA 01821-3923, United States NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard 1,000. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-99-1, July 16, 2018. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000). STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. GENERAL INFORMATION 1. Title: NMR Equipment Upgrade 2. Background Information: The Sections of Biophysical NMR (Bax), Molecular and Structural Biophysics (Clore) and in the Laboratory of Chemical Physics have a primary focus placed on a number of systems related to the structural biology of HIV-1, including Gag, capsid, protease, reverse transcriptase, integrase and gp41, as well as various host proteins relevant to the pathogenesis of AIDS. All our NMR spectrometers are being used to push the frontiers of NMR spectroscopy in structural biology, with considerable emphasis being placed on the application of these methods to AIDS related structural problems. These include work on HIV-1 nucleocapsid, HIV-1 Gag polyprotein, HIV-1 reverse transcriptase, the fusion and cytoplasmic domains of HIV-1 gp41, HIV-1 integrase, HIV-1 protease, and various host proteins that are relevant to the pathogenesis of AIDS. Each NMR spectrometer comprises a superconducting magnet, a console that controls the generation, application and detection of radiofrequency pulses, and a probe (plus associated cryoplatform) that detects the NMR signal and transmits this to the console. In contrast to superconducting magnets which last effectively forever, technological improvements both in console and probe design significantly enhance capabilities and permit one to design ever more complex experiments that were not previously feasible. The NMR console (600 MHz system) we are seeking to upgrade is more than 8 years of age, and is no longer serviceable, and hence need upgrading. Further, the upgrades to the latest generation of console will increase attainable signal-to-noise by 20%, reduce spectrometer artefacts and facilitate high quality data acquisition in samples where the solvent is predominantly H2O (as opposed to D2O). (Note most NMR data are acquired in H2O to permit observation of exchange backbone and sidechain amide groups). Period of Performance: Base Year: Nine (9) Months ARO CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by July 20, 2023 at 9:00 AM Eastern time and must reference solicitation number NICHD-23-244. Responses may be submitted electronically to Mr. Michael Falzone, Contracting Officer at Michael.falzone@nih.gov. Fax responses will not be accepted. ""All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.""
