- The purpose of this notice is to conduct market research and obtain information from qualified potential offerors. No formal solicitation document exists at this time. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The Department of Veterans Affairs Administration, Salisbury VA Healthcare System, W. G. Hefner Medical Center located at 1601 Brenner Ave. Salisbury, NC 28144 has need of a contractor who can provide Laboratory Courier Services. Below is a summarized description of the required courier services. All offerors must be certified by meeting the specimen integrity and transportation guidelines. The requirements of the Health Insurance Portability and Accountability (HIPPA), Occupational Safety and Health Administration (OSHA), Protected Health Information (PHI), Code of Federal Regulations (CFR), Blood Borne Pathogens Awareness, and Infection Prevention and Control. The Contractor will provide courier services with company vehicles and employee drivers to transport laboratory specimens, supplies and reagents. Services would be performed Monday through Friday for the Charlotte Health Care Center, Charlotte Community-Based Outpatient Clinic and Kernersville Health Care Center to the Salisbury Veterans Affairs Medical Center (VAMC). Services would be performed on Saturday for the Charlotte Health Care Center and Kernersville Health Care Center to the Salisbury VAMC. As needed (unscheduled) services may also be requested for Sundays and Federal Holidays. Courier services may be needed on a STAT (right away/immediately, must be performed within 60 minutes) and/or emergency basis from Salisbury VAMC to other facilities within the local area and Durham VA Medical Center. The anticipated NAICS CODE FOR THIS PROCUREMENT IS 492110, Courier and Express Delivery Services. Responses to this sources sought notice should include the following: name and address of company, business size (large or small): identify whether or not firm falls into any of the following socioeconomic categories-8(a), HUBZone, Services Disabled Veteran Owned/Veteran-Owned Small Business; provide a brief description of qualifications and any other pertinent information which demonstrates the ability to meet the above requirement.
