Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS Klamath Falls Fish & Wildlife Office (KFFWO) intends to award a firm fixed price sole source base plus one option year contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000 to: Real Time Research, Inc. 1000 SW Emkay Dr. Bend, Oregon 97702 The North American Industry Classification System (NAICS) code for this requirement is 541511, Custom Computer Programming Services. The object of this sole source award is to assist in a custom relational database for the Klamath Falls Fish and Wildlife Office (KFFWO) sucker recovery program. Real Time Research (RTR) is currently performing these services for the USFWS Arcata office, which require expertise not only in database and datasystems development, but also application of that technology within a secure federal cloudspace, the licensed ability to work in secure federal cloud spaces, and their skill and positive track record in interpersonal customization, and collaboration of datasystem development. RTR has extensive experience working in the Klamath Basin, and with data and analyses relevant to this project, specifically data regarding sucker survival and mortality, which is central to the issues and applied research the KFFWO needs to address by using the resources of this database project. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
