Description
NOTICE OF INTENT TO SOLE SOURCE:�� The National Oceanic Atmospheric Administration (NOAA) Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) intends to award separate individual sole source contracts to North Dakota State University, South Dakota State University, University of Nebraska, University of Montana and University of Wyoming. NOAA was directed in Omnibus Bill Sec 511 and Infrastructure Bill to enter into agreements with State mesonet programs in the Upper Missouri River Basin (UMRB) to acquire data generated by the network of soil moisture and plains snowpack monitoring stations in the UMRB.� This notice of intent to sole source is for each of the five State mesonet programs;� North Dakota State University, South Dakota State University, University of Nebraska, University of Montana and University of Wyoming.� The purpose of these contracts is to procure the mesonet data from a network of stations to monitor snowpack and soil moisture throughout the plains area. The United States Army Corp. of Engineers (USACE) is currently establishing a network of stations to monitor snowpack and soil moisture throughout the plains area (Montana, Wyoming, North Dakota, South Dakota, and Nebraska) of the UMRB. The plains area of the UMRB (above Sioux City, Iowa) in the United States (U.S.) totals 270,000 square miles. There are approximately 540 sites throughout the UMRB that are receiving new equipment and instrumentation and will be installed at the monitoring sites over the next four years. Once the monitoring site installations have been completed, NOAA is responsible for acquiring the data generated by the network. The data will include real time soil characteristics and snow data (depth and liquid contents, precipitation, temperature, relative humidity, solar radiation, and wind.� The data obtained from the network will be available for all federal, state, and local agencies to use for improvement of existing products and/or the development of new products including: NWS river forecasts and flood outlooks, National Drought Mitigation Center (NDMC) drought monitor and outlooks, U.S. Bureau of Reclamation (USBR) and National Resource Conservation Services (NRCS) water supply forecasts, and various federal and state fire hazard reports This acquisition shall be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b), Soliciting from a single source, and FAR 13.501(a), Sole source acquisitions. The anticipated award date is 15 September 2023.� Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above and in the attached draft Statement of Work. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Sole Source Justification will be posted within 14 days after contract award IAW FAR 13.501(a)(1)(iii). The closing date for this notice is 25 July 2023 at 1600 Eastern Daylight Time.
