- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b) (1), with AMFG Corp., for the acquisition of AMFG Premium software package, 8911 N Capital of Texas HWY, Ste 4200 #1085, Austin, Texas 78759, by the Engineering Laboratory at NIST, Gaithersburg, Maryland.� Background:� The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL), is transitioning from prototyping to production. Integrating additive manufacturing (AM) systems and activities with existing manufacturing systems, including both enterprise and management level software, is a key enabler to increase the production throughput and address AM scalability issues. The NIST Data Integration and Management project team is building an AM data integration testbench for the development of communication protocols, information models, standards and data management tools to support the AM industry to accelerate their industrialization journey. The team has developed an AM sandbox system, including an AM process emulator, in-process monitoring signal generator, an edge computing unit for AM data acquisition and scan command generation to implement various monitoring and control strategies. The team is now requiring a method/framework to integrate the AM sanbdbox to an industrialized manufacturing operation environment, as well as enterprise level applications, such as big data repositories and engineering software. Sole source determination is based on the need to procure AMFG software licenses and maintenance support and training that is a Application Programmable Interface (API ) to be integrated with the NIST AMMD software and Amazon Web Services (AWS) big data repository.� Given the needs of data processing functions for AM process planning, monitoring, control, and quality management, the AM data integration testbench for industrialization needs a key component named workflow automation engine to integrate the AM sandbox with operational and enterprise software to streamline AM production. This software requires the need to have APIs to support the integration with the NIST AM sandboxes, various choices of manufacturing operation and enterprise software components to test the methods, models and communication protocols that can be standardized. Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor�s commercial schedule. As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.� The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. The North American Industry Classification System (NAICS) code for this acquisition is 541512, Computer System Design, with a size standard of $34 M. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations.� However, responses received by July 18, 2023, will be considered by the Government.�
