Description
The Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue �sole source awards to Brandi J Sommer, Cam Business Consulting Corp., Margo Yoder, and Colucci Raymond for evaluation and training services for the National Electronic Injury Surveillance System (NEISS). NEISS coding requires knowledge of coding rules specific to the NEISS program. NEISS coding does not use standard medical coding classifications. The contractor must have multiple years of experience as a NEISS coder to have a sufficient background in training and evaluating other NEISS coders under this contract. NEISS evaluators and trainers must have many years of experience as NEISS coders themselves in order to identify in-scope and out-of-scope criteria, as well as the specific variables to be coded for each NEISS case. The evaluator must have at least 5 years of experience as a NEISS coder and must be currently coding for one or more NEISS hospitals. No other providers will satisfy CPSC�s requirements. Additionally, the contractor will be required to understand and navigate various Electronic Medical Records (EMR) systems. The contractor may be required to generate reports, troubleshoot issues, and/or have sophisticated conversions with EMR administrators. Brandi Sommer, Cam Business Consulting Corp, Margo Yoder, and Ray Colucci each have at least 5 years of experience conducting NEISS evaluations and trainings and is already familiar with these various medical record systems used by participating NEISS hospitals. The four awards would each be for a base period of one (1) year and four (4) twelve-month option periods, if exercised each year, will run sequentially. CPSC intends to negotiate this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures.� Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.� This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) business days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.� Any quotation/response must be in writing and can be sent via email to the Contract Specialist at lglasgow@cpsc.gov by 5pm Eastern Time July 20, 2023. No phone calls will be accepted.�
