- THIS INDUSTRY WORKING GROUP ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO ISSUE AN RFP OR AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT OR Competitive Prototyping technology demonstration. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS ANNOUNCEMENT IS STRICTLY VOLUNTARY. Product Office Strategic Spectrum Warfare requires a low-cost spectrum monitoring capability referred to as Spectrum Node TLS Remote Evaluator (SNTRE) to provide local RF situational understanding. The SNTRE will identify, classify, and geolocate signals of interest as well as provide a remotely emplaced sensor capability. PM Electronic Warfare and Cyber (PM EW&C) is planning to host a virtual Controlled Unclassified Information (CUI) SNTRE Industry Working Group (IWG) on MS Teams on 27 July 2023 at 11:00AM EST. The panel discussion will consist of the following topics: the SNTRE use case; draft capability statements developed to represent key required functions for SNTRE; draft Statement of Need; planned Government timelines and key events to contract award; and high-level acquisition/contracting strategy concept information. The Government intends to provide these documents via DoD Safe before the meeting to attendees who have RSVP�d. All U.S. citizens who wish to attend this forum virtually via Microsoft Teams, must provide the following information no later than 5:00 pm (EST) on 19 July 2023 to usarmy.apg.peo-iews.mbx.pmewc-pdmewi-industry@army.mil Names of All Attendees (include email address if attending virtually) Company Name Company Address Company CAGE Code Attendees must indicate in their RSVP if they would like to participate in a classified, in-person one-on-one meeting with SNTRE government personnel. Meetings will be scheduled for the following week (31 July � 4 August). Please indicate a date preference in your RSVP. Meetings are not to exceed four hours. Your Security office will need to send clearances for all individuals attending via DISS to SMO Code W6DP09-PEOIEWS PMEWC 6-118 NLT 19 JUL 23.� Please do not contact Government Representatives regarding this working group. All inquiries regarding this announcement must be emailed to the Contracting Officer and Contract Specialist (see contract info below). The questions/responses from this effort will assist the Government in shaping the final SNTRE capabilities/requirements. � The Government intends to issue a 4QFY23 Request for White Papers (RWP) and a 1/2QFY24 OTA Competitive Prototyping technology demonstration, culminating in a 2/3QTRFY24 OTA Award on the Consortium for Command, Control and Communications in Cyberspace (C5) OTA for this prototyping effort. The Request for White Papers and Competitive Prototyping technology demonstration will be held pre-award as part of the down-select process and the there are no funds to pay vendors for any part of the demonstration or preparation for the demonstration. The Government holds the right to cancel and/or change session event times, dates, and locations under certain conditions. These conditions usually include, but are not limited to inclement weather, event venue cancellation or rescheduling, and insufficient number of participants for the event. The Government holds the right to cancel the event for any reason up to and including the day of the event. In the event the Government must cancel the event, the Government will not be responsible for costs incurred in preparation for the event. In the event of predicted inclement weather, a decision will be made by 5pm on the prior day. If the event is cancelled, the notice will be posted on this website and an email will be sent to all registered participants.
