AMENDMENT 0004 7/11/2023 to add Q&A responses: QUESTION #1:�At the Colorado site, will the electrical service feed need�to be installed after the tubing installation? ANSWER #1: No, the electrical feed should be installed first, so that we have power to the site when conducting the leak test after the tubing install. AMENDMENT 0003 7/10/2023 to add Q&A responses: QUESTION: Amendment 1 indicates that there are photos attached. Having downloaded the available documents, I don�t see any photos. Can you please provide those?�One attachment is labeled pictures, but is more drawing than picture and the other is a picture of the Colorado area from the website.� Again, more snippet than picture.� Please open attachment as picture/drawings/snippet does not insert. ANSWER: FOR COLORADO Address listed in scope is in Arapahoe County, but the tower is sitting in Adams County.�Both Davis Bacon WD have been pulled and inserted in the solicitation and will be put in the award. AMENDMENT 0002 7/7/2023 to add Q&A responses: QUESTION #1:�Firstly, the SOW indicates the potential requirement of replacing some or all of the lines at the WKT tower. In order to formulate an accurate bid, we would appreciate further details regarding previous troubleshooting attempts. Could you direct us to the appropriate party who could provide such information? ANSWER #1:��We plan to replace all of the old tubing�lines with new lines at the WKT tower.� Troubleshooting would involve capping the line at the inlet while we run a 15-minute pressure test on the line.� With new tubing lines, the leak testing/ troubleshooting should be more or less a formality and with 99% certainty pass a troubleshooting�leak test.�� QUESTION #2:�Next, we have inferred from preliminary analyses that the SOW might exceed $100,000, including troubleshooting, repair or replacement, as well as the new installation at the CAO tower.� ANSWER #2:��Your question is not wholly accurate.� The magnitude�on page 31, FAR 36.204 listed is�(b) Between $25,000 and $100,000. QUESTION #3:�We are curious if it would be feasible to separate the civil and tower components of this project, notwithstanding their being awarded as a unified package? ANSWER #3:�Not at this time, but if something changes that will be posted on the�sam.gov�site under an amendment. QUESTION #4:�In terms of the logistics, we wish to confirm whether there are any restrictions on using trenching equipment within the compound for power run installations. Alternatively, should we plan for the work to be accomplished via manual digging? ANSWER 4:� There should be no restrictions for trenching equipment.� Other than avoiding an existing communication line that it will need to cross.� That short section (on the order of a foot or 2) might need to be manually dug. ANSWER #5:� On page 33, the scope has the due by date of 10/31/2023.� Your company would need to meet this timing.� Provide your exact questions. The Government will not unfairly give more information or less information to vendors.� Please feel free to ask more specific questions about testing protocols (also, see answer #1).� The only testing will be leak testing.� With the new installation of equipment, I anticipate testing to only take 3 hours of time for the complete installation.� The majority of time will involve installation of the tubing and securing it to the conduit runs on the tower with hose clamps and zip ties.� At the Texas tower, I would estimate removing old tubing lines to take a couple days.� Installation of the new tubing I would estimate to take 3 to 4 days. QUESTION #6:�Furthermore, could you provide the distance for the 50 Amp (220v) service run? ANSWER #6:��The service is actually 200-amp service and the run is approximately 105 feet. QUESTION #7:�Finally, we are considering the placement of a 200A load center outdoors to feed the existing internal panelboard, thus providing an external disconnect with available breaker spaces. Would this arrangement be permissible under the project guidelines? ANSWER #7:� Yes, I believe this would work - jdk AMENDMENT 0001 7/5/2023 to add Q&A responses: QUESTION 1:��SKU for equipment (air sample tubes, inlet boxes, etc.) ANSWER 1: �I cannot find the SKU for the Synflex tubing. It is available from numerous vendors and web searches SYNFLEX 1300-08603, Description 1300-08603 TUBING; 1/2"" OD .062"" WALL THK 250' L BLACK.� It weights�approximately 17 lbs. per 250 feet. The tubing comes in 250-foot rolls that are joined at the time of installation with Swagelok 1/2"" compression fitting unions at the time of installation inlet boxes Here are the Digikey part numbers for the big 3 filter boxes: Box: 377-1024-ND, Lid: 377-1053-ND� QUESTION 2:����Heights of tubing, inlet boxes, and conduit runs that are currently on the tower and ones that need to be installed in Texas ANSWER 2:��At the Texas tower, tubing runs from a trailer to the ice bridge (approx. 100 feet), and on the bottoms side of the ice bridge (~150 feet length), then up the tower�to the inlets (2 runs to each height, and 3 to the top height).� With inlet boxers�at 30, 100, and 450 meters AGL. At the Colorado tower the tubing will go from the modified shipping container right at the base of the tower with 2 lines running to 30meters, 100meters and 3 lines to 550 meters on the tower QUESTION 3:����Any drawings of the towers in Texas and Colorado that are available� ANSWER 3:��Some�Drawings are attached. GOVERNMENT NOAA/GML Responsibilities: To provide required materials, equipment, and technical guidance for all inspections and testing; All supplies required for installation of tubing and inlet filters (tubing, clamps, zip ties, enclosures and associated tools) will be supplied by NOAA-GML.� NOAA staff will advise on leak testing procedures and will initiate a vacuum to pull air through the tubing from the base of the tower, after climber has capped the tubing line. PURPOSE: The National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) maintains atmospheric air trace gas measurement and sampling equipment on tall-towers for long-term atmospheric studies.� The two towers are Texas (WKT) Tower Climb and Colorado (CAO) Tower Climb. The purpose is to complete two tower climbs (one at WKT tower in Texas, and one at CAO tower in Colorado), and to complete trenching and install conduit, cable and a load center for electrical power needs at the CAO tower in Colorado. The tower climbs are necessary to assure that inlet tubing lines are secured and leak tight to allow air sampling and measurements from multiple heights on the towers - the maximum height for equipment on the towers will be between 1,000 and 2,000 feet above ground level. The electrical is necessary to power a NOAA sea-container at the base of the CAO tower in Colorado, that will house the air trace gas measurement and sampling equipment. Timing will be dependent upon weather or scheduling factors. Lee D. (site manager) has provided written permission for the proposed work to be completed at the site (email correspondence attached). NOAA personnel should be on site while the work is being performed, so work must be scheduled to accommodate the time frame when NOAA personnel can provide access to the site. Work shall not be considered to be complete until appropriate conditions of the permit have been met and inspector has signed off on the installation. MANDATORY REGISTRATION: The vendor of award will be required to register with the Crown Castle National Call Center at 800-788-7011 for the Moody Texas tower. TECHNICAL SPECIFICATIONS: Texas (WKT) Tower Climb:� Replace existing air sample tubing lines on the WKT tall-tower Vendor Responsibilities: The existing GML equipment on the tower includes air sample tubing lines that are secured to a conduit run on the tower.� The tubing lines and other equipment on the tower need to be inspected and if compromised repaired or replaced.� We expect that some or all tubing lines will need to be replaced in this case due to some preliminary troubleshooting we have done remotely. GML requires a tower crew to assure that all GML equipment (air sample tubing, inlet boxes, etc.) is installed and mechanically and electrically secure, that the air sample tubing is leak-tight (see below), and to carry out simple preventative maintenance and repairs for this equipment (e.g., replace air inlet line filters, replace failed clamps, fittings, tubing, and cabling). The leak testing procedure requires a tower climber to cap the tubing line on the tower and wait approximately 15-30 minutes while a vacuum is pulled and pressure is monitored on the line by NOAA staff at the base of the tower. The work will be scheduled in advance with the GML Technical Contact, and GML personnel will be on-site at all times to consult and oversee these activities NOAA/GML and Vendor Responsibilities: To provide required materials, equipment, and technical guidance for all inspections and testing; All supplies required for installation of tubing and inlet filters (tubing, clamps, zip ties, enclosures and associated tools) will be supplied by GML.� GML staff will advise on leak testing procedures and will initiate a vacuum to pull air through the tubing from the base of the tower, after climber has capped the tubing line. �The�supplies required for installation of the tubing and inlet filters (tubing, clamps, zip ties, enclosures and associated tools) will be supplied by NOAA-GML. Climbing equipment needed for the tower climbs will be supplied by the vendor, and for the Colorado electrical all electrical supplies will be provided by the vendor. Colorado (CAO) Tower Climb:� Install new air sample tubing lines and mount filter boxes on the CAO tall-tower.
