- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in�Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information�included in this notice. This announcement constitutes the only solicitation; quotations are being�requested and a written solicitation will not be issued. Solicitation No. 6913G623Q300054 is issued as a�Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of�Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and�Incorporated provisions are those in effect through Federal Acquisition Circular 2023-04, effective�06/02/2023.� The NAICS Code is 611710; the Small Business size standard is $24M. The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), intends to solicit and make an award to Cambridge School Volunteers (CSV), in accordance with FAR 13.106-1(b)(1)(i), to acquire training and administrative support services from CSV for the Volpe Center�s Reading Buddies Program, in accordance with the Statement of Work (SOW) below. Statement of Work (Begin) Background To successfully compete in today�s marketplace and to prepare for tomorrow, it is essential that Volpe National Transportation Systems Center (Volpe Center) staff work with an extremely diverse group of present and future employees.� Volpe Center management has a strong commitment to improving the skills of its employees, as well as encouraging future careers in transportation and logistics for others.� It is equally committed to ensuring that training and career development programs effectively support the Volpe Center�s strategic goals, including Goal C � Proactive Workforce Development. Since 1992, the Volpe Center has taken great pride in its volunteer educational outreach program.� One such program is the Volpe Center Reading Buddies program, which was formed in 1999.� The Reading Buddies Program is a one-on-one reading program for 2nd and 3rd graders at the Kennedy-Longfellow Elementary School in Cambridge, MA.� A group of Volpe Center volunteers visit the school twice a month throughout the school year and spend 30 minutes reading to a student that they are paired with at the beginning of the year.� At the end of the year, the students visit the Volpe Center to see where their ""buddies"" work and to observe technical demonstrations in the field of transportation Purpose In order to establish a volunteer program with any element of the Cambridge Public School system, the Volpe Center is required to work with the Cambridge School Volunteers (CSV).� CSV serves as the liaison between the Cambridge Public Schools and the local business community members (such as the Volpe Center) who wish to participate in a volunteer program. CSV provides training and administrative support services to coordinate volunteer programs within the Cambridge Public Schools.� The purpose of this requirement is to acquire training and administrative support services from CSV for the Volpe Center�s Reading Buddies Program.� Tasks The Contractor shall act as the liaison between the Cambridge Public Schools and the Volpe Center by providing on and off-site administrative support to the Program, as follows: A.� The Contractor shall manage the Criminal Offender Record Information (CORI) process for all Volpe Center Reading Buddy Program volunteers.� All Cambridge Public School system volunteers are required to have a Criminal Offender Record Information (CORI) check.� The Contractor shall collect the CORI forms from the Volpe Center Reading Buddy Program volunteers and coordinate the CORI checks with Cambridge Public Schools Human Resources and Legal departments at the beginning of the school year and throughout the school year as necessary when new volunteers join the program. B.� The Contractor shall provide ongoing training to new Volpe Center Reading Buddy Program volunteers throughout the school year.� Training will include guidance from both teachers and reading specialists from the school and may be conducted in person or virtually. C.� The Contractor shall assist in matching Volpe Center Reading Buddy Program volunteers with new students as necessary throughout the school year. D.� The Contractor shall attend each Reading Buddies session at the Kennedy Longfellow School in Cambridge, MA to escort Volpe Center Reading Buddy Program volunteers to the classroom, distribute books, and ensure that each student is matched with a Volpe Center Reading Buddy Program volunteer at each session The contractor shall attend virtual sessions as well if required/recommended based on the current public health situation. E.� The Contractor shall assist in planning the end of year events, including the field trip to the Volpe Center (3rd grade classes) and the end of year celebration at the Kennedy-Longfellow elementary school (2nd grade classes).� End-of-year events maybe be revised/cancelled based on the current public health situation at the time of the events. F.� �The Contractor shall coordinate the year-end evaluation process by distributing and collecting evaluation forms that will include input from teachers, site coordinators, Volpe Center volunteers, and students.� The evaluation process shall commence during the second-to-last week of the Reading Buddies Program. G.� Once a year, the Contractor shall meet with representatives of the Volpe Center Reading Buddies Program to discuss lessons learned and recommendations for overall improvements to the Program. This discussion will address the efficacy of the training program and the overall strategy for introducing new Volpe Center Reading Buddy volunteers to the Reading Buddies program.� At the end of the school year, the Contractor shall deliver a Year End Evaluation and Summary Report comprised of the following information: 1) the number of volunteers trained throughout the performance period; 2) a summary and analysis of the year-end evaluation; 3) a summary of lessons learned; and 4) recommendations for overall improvement to the Reading Buddies Program. Statement of Work (end) REQUIREMENTS/SPECIFICATIONS The Government intends to award a firm fixed price purchase order with a base (CLIN 00100) and four (4) optional CLINs (00200 - 00500) which may or may not be exercised, as a result of this Combined Synopsis/Solicitation.
