Description
1.� Introduction/Purpose The Federal Aviation Administration (FAA) has a potential requirement for the procurement of supplies as outlined below and in the attached Draft Statement of Work (SOW) for the Cockpit Simulation Facility at the William J. Hughes Technical Center in Atlantic City, NJ. The purpose of this market survey announcement is to solicit capability statements from interested companies. 2. Request for Information S-76D Flight Simulator Visual System The FAA�s main focus of this RFI is for capability of industry to provide a visual system consisting of a display surface, projectors, and mounting/support structure.� This is a base system which comprises the components to depict the world view outside the cockpit. See attached draft SOW for requirements of the visual system. Optional Enhancements to the Visual System The FAA is also seeking information from industry for three (3) optional enhancements to the visual system. These items are not a part of the minimum requirement of the visual system defined above and in the attached draft SOW. The FAA recognizes that industry may have the capability to offer novel innovative solutions that will enhance the functionality and appearance of the visual system that may include one or all the below optional items. Optional Item 1:� A solution for light tightening that will block ambient room light from entering the cockpit.� ������������� � Constraints for Option 1: The simulator visual system must be light-tight to prevent ambient room light from entering the simulator and causing blooming of the NVGs. The visual system will surround the cockpit and block all ambient light from entering the visual display system. The simulator is an actual aircraft cockpit consisting of the nose section extending to the fuselage, aft of the windows, behind the cockpit entrance doors.� The tail boom and rotor of the aircraft have been removed, and the cockpit is open at the cut line.� The S-76D fuselage has side windows, and is open behind the occupant seats (to the simulator bay) providing several paths for extraneous light to enter the cockpit. The simulator is not light-tight, so the light blocking solution must enclose the entire nose section. Cockpit access is via the side cockpit doors. The Option 1 enhancement must provide for access to the cockpit doors through the light blocking solution, to allow occupants to enter the cockpit. Optional Item 2: Identify a method of access to the simulator for cockpit occupants. Constraints for Option 2: The simulator will be raised a significant distance above the finished floor.� This option must provide a method for occupants to reach the side cockpit entrance doors. Because the simulator must be raised off the finished floor, it will be difficult for occupants to step up into the cockpit without some form of assistance. Respondents have the latitude to propose a very simple solution or a more elaborate solution that could extend and retract.� The Option 2 solution must be in compliance with all OSHA requirements for safety.��� Optional Item 3: Identify a solution to design a base structure that raises the cockpit above the finished floor to a height sufficient to place the occupant�s eye-point at the horizon of the displayed image.� 3.� Nature of Competition The acquisition strategy for this procurement has not been determined at this time.� The results of this market survey may be used as a determining factor in deciding on the level of competition and ultimate acquisition strategy. Please note that based on the FAA�s Acquisition Management System Policy at 3.2.1.2.3, the use of agency-wide contract/procurement vehicles must be used to the maximum extent possible.� The responses to this announcement may be used as a determining factor regarding whether the use of an existing agency contract/procurement vehicle is appropriate. Potential vendors are cautioned that no further announcement may be made if an existing agency-wide contract/procurement vehicle is utilized for any resultant requirement. 4.� Standard Language This is not a Screening Information Request or Request for Proposals of any kind; The FAA is not seeking or accepting unsolicited proposals; The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; Any costs associated with the market survey submittal is solely at the interested vendor�s expense; Vendors will not be notified of the results of this survey or results of information submitted; and Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor.� Such information will not be disclosed outside of the acquisition team. 5. North American Industry Classification System (NAICS) Code The projected NAICS code for this requirement is 333310 (Teaching Machines (e.g., flight simulators) Manufacturing) with an applicable size standard of 1000 Employees. 6.� Submittal Requirements for Market Survey Capable and interested Socially and Economically Disadvantaged Businesses (SEDB) 8(a) vendors are encouraged to respond to this market survey.� Capability Statement � Interested vendors are requested to submit a summary of its vendor�s capability in meeting the FAA�s requirement as described in the attached Draft SOW; with capability to provide the visual system being priority. �However, the FAA is interested in the optional requirements as well and encourages respondents to submit capability statements that include any combination of capability to provide the optional enhancements. NOTE: A response that only contains capability for the visual system is acceptable. Please provide examples of your recent corporate experience (within the last 5 years) performing similar work relevant to the development, production, and installation of a rotorcraft Simulator Visual Systems as described in the attached draft SOW.� �Please include any additional information to assist the FAA in planning the acquisition strategy. Also, include your firm�s business classification size.� Capability statements must not exceed five (5) pages in length.� Each firm claiming 8(a) status is required to provide a copy of its SBA 8(a) certification letter with its submission as evidence of 8(a) eligibility. Also, any feedback relative to the optional requirements identified in the draft SOW is encouraged. 7.� Delivery of Submittals All questions regarding this market survey must be submitted via email to George F. Ball by no later than 2 p.m. (ET) on 07/25/2023.� All submittals must be received via email to the Contracting Officer, George F. Ball at george.f.ball@faa.gov �no later than 2 p.m. (ET) on 08/11/23.� 8.� Other (if applicable) (a) The FAA will not be conducting a site visit prior to submittals in response to this market survey announcement. �(b) FAA may utilize acquisition contractor support for this requirement. Contract support employees will sign applicable Non-Disclosure Agreements and Conflict of Interest Agreements when appropriate.� Exclusive responsibility for source selection decision remains with the FAA. �9.� Attachments Draft Statement of Work
