- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number for this requirement is 9531BM23Q0019. This solicitation is issued as a Request for Quotations (RFQ) IAW FAR Subpart 13.5 � Simplified Procedures for Certain Commercial Products and Commercial Services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07. This requirement is issued under full and open competition. The associated NAICS code is 513210 � Software Publishers. This requirement is subject to the availability of funds. Funds are not presently available for this contract. The Government�s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. FAR 52.232-18 Availability of Funds will be incorporated into the resulting purchase order. The NTSB anticipates issuing the purchase order in early calendar year 2024 using FY24 funds. There is a possibility that the order will be issued in FY23. However, for planning purposes, Offerors may assume the following performance dates: Base Year: February 1, 2024 � January 31, 2025 Option Year 1: February 1, 2025 � January 31, 2026 Option Year 2: February 1, 2026 � January 31, 2027 Option Year 3: February 1, 2027 � January 31, 2028 Option Year 4: February 1, 2028 � January 31, 2029 Background The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents involving other modes of transportation � railroad, highway, marine and pipeline � and issuing safety recommendations aimed at preventing future accidents. The agency�s mission is primarily accomplished through the investigation of transportation accidents. However, the NTSB employs unique investigative protocols that may result in different standards for the care, custody, and control of evidence than those employed by law enforcement agencies. Description of Requirement Currently, the NTSB is utilizing a paper form tracking system for accident investigation evidence in such a way to maintain its evidentiary value, accurately track it through a documented chain of custody, and return it to the owner or other responsible party. The NTSB seeks an Evidence Management Software solution that is a cloud-based, COTS product that provides NTSB investigators with an efficient and accurate means of chain of custody documentation and workflow process management through the use of automation, integrated accountability mechanisms, and real time data analysis. The contractor shall provide all software, labor, and materials to implement its COTS solution to be fully functional and to meet the requirements of this SOW, including testing and demonstration, and provide training to NTSB users. The contractor shall also provide software maintenance in the form of upgrades and technical support. Please see Section C � Statement of Work of the attached solicitation for additional information. Basis for Award The Government may award one (1) firm-fixed price purchase order to the responsible Contractor whose quotation that conforms to the combined synopsis/solicitation, will be most advantageous to the Government, price and other non-price factors considered, such that it provides the best value to the Government. Review Attachment 1 - Sections B, C, L, and M for additional information. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB. Submission of Quotations Your quotation must be received no later than 4:00 p.m., Eastern Time (ET), on Friday, August 4, 2023. LATE QUOTATIONS MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1 Instruction to Offerors � Commercial Products and Commercial Services. Offers may be transmitted via email to: Kate Campbell, Contracting Officer Email: kate.campbell@ntsb.gov The maximum size of an email, including attachments, which the NTSB email server can accept is 35 megabytes (MB). Therefore, the Contractor may choose to send their quotation in separate emails, if the combined file size of any email received by the NTSB email server will exceed 35MB. Contractors are encouraged to remove excess graphics from their quotations to ensure quotations remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your quotation at the email address of the contact specified above by the quotation due date.
