- SOURCES-SOUGHT FOR MD-530F COMPONENT REPAIR AND RETURN AND CONTRACTED FIELD SERVICE REPRESENTATIVE FOR�LATVIAN DEFENSE FORCES INTRODUCTION The Army Contracting Command, Redstone Arsenal, Alabama, is issuing this Sources Sought synopsis on behalf of the Multi-National Aviation Special Project Office (MASPO) as a means of conducting market research to identify potential sources that are capable of providing critical equipment, material, and services to be performed predominantly Outside the Continental United States (OCONUS) as required to support Latvia National Armed Forces MD-530F aircraft.�MASPO has a requirement to procure component Repair of Repairable(s) (RoR) sustainment for four (4) Latvia Armed MD-530F aircraft and to provide a qualified Contracted Field Service Representative at Lielv?rde Air Force Base (AFB) in Rembate Parish, Latvia.�(CFSR). The work is estimated to have a start date in calendar year 2026 or 2027 and last for a minimum of 2 years.� The result of this market research will contribute to determining the method of procurement if a requirement materializes. To that end, we are requesting your feedback to the questions at Attachment 1 of this notice.��Based on the response to this sources-sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set� aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.� DISCLAIMER THIS SOURCES-SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.� PROGRAM BACKGROUND The Government is seeking sources to provide services to support component Repair of Repairable(s) (RoR) sustainment for four (4) Latvia Armed MD-530F aircraft and to provide a qualified Contracted Field Service Representative that include supply support; Contractor Logistics Support (CLS), maintenance planning and management; furnishing or maintaining support equipment; component overhauls; technical data; training support; manpower and personnel; packaging, handling, storage, and transportation; and computer resources as described in the Task Requirements listed below.� In order to perform a comprehensive market research, the Government is inviting interested vendors to answer the attached questionnaire (Attachment 1). In addition to providing the information above, interested businesses should submit a brief capabilities statement package (no more than 20 pages 8.5 X 11 inch size but no�smaller than�12 point font) demonstrating ability to provide the services listed in the Task Requirements. The 20-page restriction should include your companies capabilities, and responses to the attached Questionnaire. Any requests for clarification need to be submitted prior to the submission deadline for adjudication. The submitted information shall be UNCLASSIFIED.� Email submissions are subject to size and type restrictions (typically limited to less than 2 Megabyte in size and only non-executable attachments such as .docx or .pdf files) as well as any other appropriate network security measures. The government will notify the contractor if the government can read the file(s) and that the vendor should assume that the file(s) are readable if the government does not respond within three days. Your response to this Sources-Sought, including any capabilities statement, shall be electronically submitted in either Microsoft Word or Portable Document Format (PDF) and Microsoft Excel format for the questionnaire, via email to the Contract Specialist Christopher Clemons, christopher.r.clemons2.civ@army.mil and/or the Contracting Officer Victorita Bailey at victorita.bailey.civ@army.mil, no later than 12:00 p.m. central standard time 30 days from the date this announcement is posted on SAM.GOV. Reference this notice number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. The submission should be virus scanned prior to being sent.� TASK REQUIREMENTS The Contractor shall provide repair and return of MD-530F aircraft and aircraft weapons systems components for four MD-530F aircraft in Latvia based on the aircraft configuration identified below with an average yearly flying hour program of 1,680 total aircraft hours per year.� For basis of assumption all responders should consider that 60% of all component Time Before Overhaul (TBO) or Time Before Replacement (TBR) remains.� The Contractor shall provide the overhaul and RoR of aircraft components including but not limited to airframe components, engines, transmissions, gearboxes, aircraft instruments, aircraft avionics, weapons management systems, aircraft sensors and aircraft displays.� The Contractor shall provide a qualified CFSR to advise and mentor the Latvian Defense Forces. �The CFSR shall serve as the liaison between all aircraft and component Original Equipment Manufacturers (OEMs) and the host country. The CFSR is responsible for a wide variety of duties to include, but not limited to, serve as the primary mentor to advise / assist in troubleshooting airframe, armament systems and subsystems, resolve warranty issues with the OEM and provide mentorship to the host country in all facets of an aviation maintenance and sustainment program.� The CFSR shall be FAA / EASA (or equivalent) certified on the MD-530F aircraft and trained on the sensor, weapons, and weapons management systems.� The CFSR shall coordinate as required for Engineering Services to include but not limited to the following:� Airframe damage assessments, including Estimated Cost of Damage (ECOD) reports.� Coordinate OEM technical engineering services for major repairs where standard repair procedures do not exist within the USG approved Technical Data Package.� Coordinate recommended engineering dispositions for review and approval by the USG and follow-on authorization to repair from the customer. Fault isolation and root cause analysis for material failure including:� Failure Modes Analysis, including identification of the failure mode(s), historical trends, and statistical failure distribution update with root cause identification and corrective action. Trend analysis for high fail rate items or systems Coordination with aircraft and aircraft systems OEMs to obtain repair guidance, parts obsolescence support and evaluation and engineering support for system, software, or structural analysis. The Contractor shall obtain all applicable Airworthiness Directives (Ads), Service Bulletins (SBs), Engineering Service Reports (ESRs), Special Airworthiness Information Bulletins (SAIB), Aviation Maintenance Alerts (AMA), and Unapproved Parts Notifications (UPN) issued by the OEM(s), MASPO, the FAA, or equivalent. The Contractor shall assist the Latvian Defense Forces with and independently initiate recommended technical publication updates. The Contractor shall ensure currency of the Latvian Defense Forces MD-530F aircraft technical manuals by procuring and incorporating all USG approved technical publication change pages from the aircraft, aircraft systems, and aircraft component OEM(s). The Contractor shall initiate recommended publications changes via the USG Joint Technical Data Integration (JTDI) Website when publications issues are identified. The Contractor shall provide aircraft system software updates by procuring and incorporating all USG approved software updates provided by the aircraft systems and component OEM(s). The CFSR shall enter into Associate Contractor Agreements for any portion of the contract requiring joint participation in the accomplishment of the Government�s requirement. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. It is the responsibility of the interested parties to review the site www.SAM.gov frequently for any updates/amendments to all documents.
