Description
This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of small business firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION IS AVAILABLE AT THIS TIME. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The purpose of this NOTICE is to gain knowledge of potential small business sources to include small business in the� following categories: Small Business, Certified 8a, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), for a Service Contract for the U.S. Army Corps of Engineers (USACE), San Francisco District. The capabilities will be evaluated solely for the purpose of determining the Set-Aside for the Small Business Community or to conduct as an Other Than Small Business Procurement. Other than small businesses may respond to this NOTICE in the event the market does not indicate SB interest, however, preference will be given to the SB categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non- personnel services necessary to perform janitorial services in all recreation areas of Lake Sonoma in Geyserville, California. �The Period of Performance is anticipated to be 1 Base Year and 4 Option Years. Anticipated solicitation issuance date is on or around August 2023. An official synopsis citing the solicitation number will be issued on beta.sam.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Requirements Overview The contractor shall provide services for garbage collection, litter collection, street and parking lot sweeping, restroom janitorial services, campground area maintenance, and picnic area maintenance at Warm Springs Dam and Lake Sonoma: A. Garbage Collection: Garbage shall be placed in the 4-cubic yard or 6-cubic yard dumpsters located at Warm Springs Recreation Area, the Public Boat Ramp, Liberty Glen Campground, and Yorty Creek Recreation Area. The contactor shall use the dumpster in the farthest corner of the Public Boat Ramp. No refuse or garbage shall be allowed to remain in the cans after emptying. The Contractor will use care to prevent damage to the container and lid. After emptying, the container shall be placed where found and the lid set in place. Contractor shall not remove, damage, or disable can anchors, lid tether chains, or lid/dome attachment mechanisms. The Contractor shall be responsible for garbage or other refuse not placed in the can within a ten foot radius from the can.� The Contractor will replace the liners in the cans when the liner is torn and no longer in a serviceable condition and when the can contains refuse with a foul smell. The Contractor shall provide the method and means to completely prevent the scattering of papers or any refuse from the vehicle, while hauling or emptying refuse. The contractor shall not drive on any lawn or through any recreation area in any vehicle larger than an ATV. Helmets must be worn by the operators of any ATV, and care will be taken to avoid damaging sprinkler heads or other recreation area fixtures. B. Litter Collection: All areas will be clean and contain no more than 5 small items of litter per 900 square feet. A small item of litter is defined as a pack of cigarettes or smaller. ""Litter"" is comprehensively defined as all refuse and debris including trash, garbage, dead fish, fishing line, rubbish, cigarette butts, cans, bottles, and any waste left by the public. Within Liberty Glen Campground, litter in and around campsites out to a distance of fifty (50) feet from the edges of the paved pads shall be picked up and removed. In those sites where the tent pads may be located more than fifty (50) feet from the paved parking pads, an area fifty (50) feet around the tent pads will also be kept litter free. All litter shall be picked-up and removed that is within fifty (50) feet of the shoulder of all roads including the roadbed. All litter shall be picked up around buildings and permanent structures to a distance of fifty (50) feet.����� Contractor shall service the specified areas monthly October through March, and weekly April through September. Service is defined as continuous maintenance for the time frame specified. C. Sweeping of Public Boat Ramp and Yorty Creek Parking Lots & Ramp & all Roads in Liberty Glen Campground. Sweeping shall start within 48 hours of notification. Sweeping shall be completed within one working day. Each sweeping shall meet the Park Manager's approval, with no more than 5 small items within any 900 sq. ft. section. If sweeping fails to meet the Park Manager's standards, it shall be re-swept until standards are met, at no cost to the Government. Sweeping shall encompass the full bed of the road or parking lot, and not just the sides/ gutters. At the Overlook, all leaf litter shall be removed from the observation deck and other paved public areas. D. Permanent Restroom Janitorial Services 01 October through 31 March � Janitorial services to be performed up to two (2) days per week during the period 01 April through 30 September � Janitorial services to be performed up to five (5) days per week during the period Dry sweep interior floors of the restrooms, all walkway surrounding the restroom including walkway to dumpsters & road, and all pipe chase areas. Clean, disinfect, and remove all water stains in and around all toilets, urinals, showers and sinks. Clean all restroom partitions, including tops of toilet and shower stall walls, with cleanser and remove all marks by the public that are removable. Maintain the equivalence of at least one full roll/package of toilet paper in each toilet stall. Replenish toilet seat cover dispensers. Toilet paper and seat covers to be supplied by the contractor. Toilet paper shall be a minimum of two-ply. Wet mop with cleaner and disinfect the floors of both restrooms. Floors of restrooms will be dry mopped to prevent residue and prevent water from remaining standing. Hose down the entrance to the restrooms. Remove any excess water after job is complete. Wipe down inside walls of restrooms with cleanser and clean all fixtures including but not limited to benches, hand dryers, etc. Pick up litter in a fifty (50) foot perimeter surrounding the restrooms. Remove all cobwebs from inside the men's, women's, and pipe chase areas of the restrooms. Clean all vents in the restroom. Clean all windows, light covers (top to bottom) and metal louvers above doorways. Replace all burned out light bulbs of any type, the same day it is noticed but no longer than 48 hours. Scrub thoroughly all inside walls of the restrooms. Empty all garbage cans and replace liners. Clean all shelves inside of all pipe chases E. Campground Maintenance The Contractor shall clean and remove any and all food matter that might be left on picnic tables after use. Each table shall be left in the cleanest possible manner. The Contractor shall clean and maintain all barbeque grills including the removal of all food or any other substances that may by on the grill at the time. The grill portion shall be left in such a condition as to be used for the preparation of food. All the barbeque grills shall have the ashes removed and hauled away to approved site (this is applicable at the boat-in primitive sites, contractor will be notified if ashes are found behind trees, under bushes, or in other non-approved areas). The Contractor shall insure that all ash removed is cold before removal is started. Any unburnt material found at the time of cleaning can remain to be reused, however, all ashes shall be removed. F. Picnic Area Maintenance Clean and remove all food matter left on picnic tables/ pads after use. This excludes those tables that are in use or occupied. Each table shall be left in the cleanest possible manner. All litter shall be picked up within fifty (50) feet of the table. Clean and maintain all barbeque grills including the removal of all food or other substances that might be on the grill. The grill portion shall be left in such condition as to be used for the preparation of food. All the barbeque grills shall have the ashes removed and hauled away off project. The contractor shall insure that all ash removed is cold before removal is started. Any unburnt material found at the time of cleaning can remain to be reused, however all ashes shall be removed. If a grill is left full of ashes for a period long enough for the public to empty it on the ground the Contractor shall be responsible for collecting and hauling the ash from the ground and disposing of it properly. Power wash all cement pads when needed so that they are free of dirt, dried liquids, or other foreign objects. Remove all insect/bird nests from picnic shelters. G. Portable & Primitive Campground Restrooms - Janitorial Service: Clean and disinfect inside portable and floating restrooms. Once a week place two (2) enzyme packets in each portable tank. Dry sweep and wet mop with cleanser and disinfect all interior floors of the portable and floating restrooms. Floors will be mopped dry to prevent residue and prevent water from remaining standing. Maintain the equivalence of at least one full roll of toilet paper in each portable floating restroom and replenish toilet seat covers. Toilet paper and seat covers shall be supplied by the contractor and approved by the Park Manager. Pick up any litter covering a 50 foot perimeter surrounding the portable restrooms. Sweep restroom pads if applicable. Eliminate all mildew, webs, and insect/ animal nests. Refill water tanks (50 gal each) and add deodorizer liquid Wipe down walls of inside and outside of all restrooms including ceiling SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE Please provide in your response to the following. The submission is limited to no more than 5 pages. Offeror's name, address, point of contact, email address, and phone number. Offeror's interest in bidding on the solicitation when issued. CAGE code and UEI number if available. �Offeror's type of small business and Business Size (small business, 8(a), HUBZone, veteran owned small business, woman owned small business, or SDVOSB). Offeror's Statement of capability (SOC) - include a statement demonstrating: The skills, equipment, and personnel required to perform the specified type of services are available, or can become available if the contract is awarded. Recent and relevant experience in providing janitorial service. The contractor should submit at least 2 examples from the last 5 years. All interested contractors should notify this office in writing via email by 1:00 PM Pacific Time on July 26, 2023. Firms responding to this sources sought notice, who fail to provide all the required information requested, will not be used to help by the government to make the acquisition decision, which is the intent of this sources sought announcement.
