- This is a SOURCES SOUGHT SYNOPSIS, seeking responses from Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns only. This announcement seeks information from the industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with his synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of this synopsis. STATEMENT OF WORK: Contractor will provide all labor, equipment, materials and supervision necessary to remodel the 1st floor building 138 at the Veterans Administration in Marion, IN. This will include demolishing of existing interior walls, floors, ceilings, and utilities within the scope of the project based on provided documents. The contractor will install new interior walls, floors, ceilings, and utilities within the project scope and based on the provided documents. All work to be completed at the VA- Northern Indiana Health Care Marion Campus, 1700 E. 38th. Street, Marion, IN 46953. Work to be completed within 428 calendar days from notice to proceed. THE PROJECT REQUIREMENTS: Contractor shall furnish all supervision, tools, labor, materials, equipment, and incidentals necessary remodeling the following: · ICRA Permit posted at the job site. · Use tightly covered container to remove debris along a path identified by Healthcare Epidemiology. · Protect patient care areas from activity or close access to work area. · If removing ceiling tiles, replace promptly. · Minimize dust and dirt. · Keep work area clean. · HEPA vacuum or damp wipe and mop work areas when work is complete. · Other precautions noted below. 1. Review record drawings and specs. 2. Review facility s historic documentation/archives. 3. Perform Condition Assessment/Material Testing/Surveys/Feasibility Study. 4. Identify and overcome constraints for progress. 5. Site Survey there may be costly consequences of restricting access. 6. Destructive (soft) demolition may be considered to access hidden conditions. 7. Identify and address previously unauthorized work. 8. Identify possible abatement issues (asbestos, lead, mold) All work shall be performed in strict accordance with the terms, conditions, specifications, and drawings of the solicitation (when available) and all applicable laws, codes, and regulations. The VA Northern Indiana Health Care System (VANIHCS), is seeking concerns capable of completing this project. Specifically, the VANIHCS is attempting to learn if: There is enough interest in the marketplace for this complex procurement to justify a small business set-aside There is a competitive environment among small businesses, to justify a set-aside and ensure fair and reasonable pricing There are enough small businesses in the marketplace with the ability to execute a project that would be technically complex There are enough small businesses with sufficient financial and bonding capacity to successfully execute a contract for this type of procurement The VANIHCS s goal is to get fair and reasonable pricing. Therefore, we are soliciting Service-Disabled Veteran-Owned Small Business (SDVOSB) socio-economic groups to determine the appropriate set-aside necessary to fulfill the VANIHCS s needs. To assist the VANIHCS in making an accurate determination, we must know your firm s interest. In order to be eligible, interested parties must be registered in the System for Award Management (SAM) data base at https://sam.gov. For firms claiming SDVOSB classification status, they must also be registered and certified through the Department of Veterans Affairs Office of Small & Disadvantaged Business Utilization data base, located at https://vetbiz.va.gov The North American Industry Classification (NAICS) code for this potential acquisition is 236220 - Commercial and Institutional Building Construction, which currently has a small business size standard of $45.0 million. The magnitude of this construction project will be Between $2,000,000 and $5,000,000. Interested parties responding to this Sources Sought Notice shall submit as much of the following information as possible: Company name and address, point of contact with phone number, email address and DUNS number. Proof of registration in the SAM and VA Vet Biz websites or intention of registration prior to submission of offers to a potential solicitation. If your firm has a history or is contemplating joining with a partner for this requirement, we ask that you detail that arrangement as well to allow the government to make the most well informed decision possible. In this event, we advise that you thoroughly investigate whether or not a partnership would affect your business size standard. The response date to this Sources Sought notice is July 24, 2023, at 3:30 pm Eastern Time. This market research is for informational and planning purposes only to determine if there are adequate qualified SDVOSB concerns to warrant a 100% set-aside.
