- INTRODUCTION The U.S. Army Medical Research Acquisition Activity (USAMRAA) is issuing this sources sought synopsis on behalf of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide the requirement for renewal and annual support and maintenance for 25 licenses of ChemOffice Professional Software Suite 22.0, providing upgrades and corrective software updates and patches to prevent or mitigate software vulnerabilities, for 5 years (base plus 4 option years). The result of this market research will help contribute to determining the method of procurement. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. PROGRAM BACKGROUND As the Department of Defense's lead laboratory for the development of medical countermeasures against chemical threat agents, USAMRICD team members have the need for ChemOffice software to assist chemists and biologists to efficiently keep track of their work, visualize and gain a deeper understanding of their results and correlate biological activity with chemical structures. The tight integration that ChemOffice provides between these chemistry and biology applications enhances their individual value by enabling cross functional R&D teams to easily share files and documents and therefore communicate and collaborate more effectively. ChemOffice enhances scientists' personal productivity and helps them do better science by enabling them to organize and explore their compounds, reactions, materials, and associated properties so that data can be turned into actionable information, and decisions can be made with greater confidence. The suite needs provide intelligent productivity tools that help research workflows. The software needs to have an advanced drawing application such as ChemDraw. The suite needs to provide a ChemOffice application that brings the tools a researcher requires to conduct science in 3D structures to the predicted and experimental spectral results. The suite needs to allow chemists and biologists to visualize and capture their research, efficiently keep track of their work, to gain a deeper understanding of their results. The suite allows scientific research to efficiently search scientific databases to include SciFinder, keep track of work, analyze the data, correlate biological activity and other properties with chemical structures, and produces scientific reports professionally and efficiently. The software needs to document the chemical processes and drug substances for regulatory and patent filings. The software needs to make drawings correct and chemically intelligent structures and synthetic schemes intuitively. REQUIRED CAPABILITIES The Government requires the software should allow scientific research to efficiently search scientific databases to include SciFinder, keep track of work, be able to analyze the data, be able to correlate biological activity and other properties with chemical structures, and be able to produces scientific reports professionally and efficiently. The software support for is needed to support application updates and to prevent software vulnerabilities at USAMRICD in Aberdeen Proving Ground, Maryland. USAMRICD currently owns and operates 25 licenses to Chem Office. The Government requires continuous maintenance services, software patches, and upgrades for these 25 licenses. The USAMRICD S6 requires the following items: �25 licenses maintenance and support for ChemOffice Professional Software Suite to include the following applications: ChemDraw Professional, ChemDraw for Excel, Chem3D, ChemFinder Ultra, BioViz, ChemDraw for Excel, ChemFinder for Office, Enhanced Retrosynthesis Tools, BioDraw, ChemNMR, Struct=Name, MOPAC2016 Interface for Chem3D 15, Autodock Interface, CONFLEX Interface, GAMESS and GAMESS Interface, Gaussian Interface and ChemDraw ActiveX/Plugin Pro.�Annual support and maintenance for ChemOffice providing upgrades and corrective software updates and patches (base period plus 4 option years) The intent of this Sources Sought is to determine the availability of these products to meet this requirement. ELIGIBILITY The applicable NAICS code for this requirement is 513210, �Software Publishers�, with a Small Business Size Standard of $47.0 in millions of dollars. The Product Service Code (PSC) is 7A21, IT And Telecom - Business Application Software (Perpetual License Software). SUBMISSION DETAILS Interested businesses shall submit a brief capabilities statement package (no more than five 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email inquiries requesting a status of any potential future solicitations will be accepted, prior to the posting of that subject solicitation. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Kenneth Grenier (kenneth.e.grenier2.civ@health.mil), in either Microsoft Word or Portable Document Format (PDF) format via email no later than 2:00 PM, Eastern Time, on 20 July 2023 and reference this synopsis number in the subject line of the e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
