Description
The National Institute of Neurological Disorders and Stroke (NINDS) is seeking Capability Statements from Other Than Small Business organizations under the North American Industry Classification System (NAICS) code 423450, that are vendors of Sentec Digital Monitoring System Consumables/Accessories. This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; and (2) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The established NAICS code is 423450: Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers. The U.S. Small Business Administration establishes a size standard for 334516 as 200 employees or less. Background:� The National Institute of Neurological Disorders and Stroke (NINDS), Office of the Clinical Director, MH JR Sleep and Neurodevelopment Service currently has 6 diagnostic sleep systems and 4 Sentec Digital Monitoring System (SDMS). These additional components will be used to aid in the monitoring of oxygenation and ventilation. The Sentec V-Sign unit solves our patient noncompliance issue as it is placed on the skin versus in the airway and can be used concurrently with PAP machines and ventilators. Protocols currently being run are sensitive to particular diagnoses and require data that are only reliably available through Sentec V-Sign patented technology. Purpose and Objectives: The SenTec Digital Monitoring System (SDMS) provides continuous and noninvasive real-time monitoring of transcutaneous CO2 partial pressure (PCO2), functional oxygen saturation (SpO2), pulse rate (PR), pulsation index (PI) and heating power (HP) in adult and pediatric patients as well as for PCO2 and HP monitoring in neonatal patients in virtually any clinical setting. In order to properly use the system, the accompanying consumable items are needed as the monitor does not come in direct contact with patients during the monitoring. The multi-site attachment rings, staysite adhesives and contact gel are what come in contact with intact patient skin during monitoring and are needed to fulfil testing requirements. In addition, service gas and membrane changers to serve as tools to change the electrolyte and membrane of the V-sign sensor as well as calibration gas for the sensors to monitor tcPCO and/or tcPO. REQUIREMENT: Sentec Digital Monitoring System Consumables/Accessories or Equal NINDS requires Sentec Digital Monitoring System Consumables/Accessories or Equal with the following properties and characteristics: Salient Characteristics: �Multi- Site Attachment ring (mature, intact skin) � single use sensor application ring, recommended for adult, pediatric and neonatal patients with mature/intact skin �Multi-Site Attachment ring (sensitive, fragile skin) � single use sensor application ring, recommended for adult, pediatric and neonatal patients with sensitive and fragile skin �Staysite Adhesive � single use adhesive for mult-site attachment rings (above) to attach to skin with additional adhesive film �Single dose contact gel � contact gel for sentec system�s transcutaneous sensors �Service gas � calibration gas for docking station �Membrane changer � mebrane change tool; reloadable Quantity: �Multi- Site Attachment ring (mature, intact skin) � 10 cases (48/case) �Multi-Site Attachment ring (sensitive, fragile skin) � 10 cases (24/case) �Staysite Adhesive � 10 cases (24/case) �Single dose contact gel � 10 cases (90/case) �Service gas � 10 cases (6 bottles/case) �Membrane changer � 10 cases (3/case) Anticipated period of performance: 30 days after receipt of order. Capability statement /information sought. Small business concerns that believe they possess the capabilities to provide the required products should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately.� Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Small businesses must also provide their Company Name, DUNS number, Physical Address, and Point of Contact Information. Interested small businesses are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit. �The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer.� Facsimile responses are NOT accepted. The response must be submitted to Cassandra Coney, Contract Specialist, at e-mail address Cassandra.conley@nih.gov. The response must be received on or before July 17, 2023, 2:00 pm, Eastern Time.
