Chapter 55 and 32 CFR Chapter 199.� �The CPD prospective offeror shall provide comprehensive healthcare services to select market/s within CONUS to eligible TRICARE beneficiaries.� This is a full and open competitive source selection after exclusion of sources, using best value trade-off procedures in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense FAR Supplement and the DoD Source Selection Procedures (August 2022). �The contract awarded will be a hybrid consisting of Fixed-Priced and Firm Fixed Price line items. �The contract will have a one 12-month base period for transition-in activities, three 1-year options periods for healthcare delivery, a one 12-month contract period for transition-out activities, and a potential 6-month extension of services permitted per FAR Clause 52.217-8, Option to Extend Services, for a potential total period of performance of 5.5�years. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ HT9402-23-R-0001 Request for Proposal (RFP) for the Competitive Plans Demonstration ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Background The 5th Generation of TRICARE Contracts (T-5) RFP, HT9402-20-R-0005, Section H-17, notified prospective bidders that DHA may conduct a competitive demonstration during the term of the Managed Care Support Contracts.� The CPD initiative grew out of, and tracks with, the requirement of NDAA 2017 Section 705(c)(3) to ensure local, regional, and national health plans have an opportunity to participate in the competition for managed care support contracts under the TRICARE program.� This 705(c)(3) requirement is further amplified by NDAA 2022, Section 703, which authorizes DHA to implement �multiple provider networks� in the same geographical area (i.e., overlapping) delivering TRICARE Prime and TRICARE Select.� DHA is concurrently implementing the Eligibility, Enrollment, and Encounter (EEE) Pilot, the CPD�s precursor enabler capability.� The prerequisite EEE requirements and contract vehicle are an optional Contract Line Item Number (CLIN) on the Uniformed Services Family Health Program (USFHP) Data Integrator contract. The scope of the CPD project is to award contracts to one or more local, regional, or national health plans in designated Atlanta, Georgia and Tampa, Florida areas as depicted in Attachment J-4.� These contractors will then function as managed care support contractors (MCSCs) in those areas, providing beneficiaries with an alternative to the T-5 MCSCs, or USFHP Designated Providers (DP), enabled by the EEE Pilot.�� RFP Questions Due Date:�3 August 2023 at 12:00 PM MDT Questions received after this deadline but before proposal due date may only be answered at the discretion of the Contracting Officer.
