- The U.S. Nuclear Regulatory Commission (NRC) intends to award a non-competitive, fixed-price purchase order to the Partnership for Public Service for Renewal of Charter Membership in the Federal Human Capital Collaborative (FHCC). The acquisition is conducted under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) Soliciting from a Single Source. The designated North American Industry Classification System (NAICS) Code is 541612 � Human Resources Consulting Services. The anticipated period of performance is three years (36 months). Background The Human Resources (HR) Professional role in the federal government is a key component to an agency�s success. It is especially important that the federal HR workforce is highly skilled and able to support the Government�s external and internal strategic and agency priority goals. The Partnership for Public Service Charter Membership in the FHCC provides the opportunity for the NRC HR professional workforce to further enhance their career development by having access to networking opportunities with public and private sector HR experts, professional development programs, webinars, and workshops, and a repository of tools to implement best HR practices and methodologies at the NRC. NRC has been a member of FHCC for over 10 years. �In addition, a future challenge to the federal HR professional workforce will be staying at the forefront of HR professional needs during a time of fiscal stringency. It is of the utmost importance of the Federal government and NRC to stay focused and continue to offer quality training and support that the HR professional workforce deserves. Objective The U.S. Nuclear Regulatory Commission (NRC) intends to solicit and negotiate with the Partnership for Public Service to provide membership for the NRC to participate in the Federal Human Capital Collaborative (FHCC) for the upcoming fiscal years 2024, 2025, and 2026. The FHCC is an initiative that is funded by NRC and other federal agencies, membership fees typically depend on the size of the agency. The NRC is one of many federal agencies that participates in this type of membership, and the NRC has not identified any other source that provides these services. Services/Benefits Provided The benefits that accrue to the NRC, based on the membership, are as follows: A. The NRC will have the opportunity to meet with cross-sector experts, including through leaders from the academic, nonprofit, and private sectors quarterly, collectively identify critical issues, highlight best practices, facilitate problem solving and develop strategies to affect change across the government and in the NRC. B. The NRC will have access to Partnership for Public Service�s research products and input to its agenda; receive advice on how to best apply research recommendations at the NRC; receive access to the Partnership Connect Collaborative Network � a repository of tools, strategies, best practices, and methodologies for human capital practitioners. C. The NRC will be able to collaborate with Partnership for Public Service and other member agencies to influence the agenda for regulatory and legislative reforms; and to develop and enhance the federal HR profession. D. The NRC will receive priority access to partnership for Public Service�s Call to Serve Network, consisting of more than 700 colleges and universities who work to promote the federal service on their campuses; access to the Partnership�s Annual Career Fair to recruit top talent for entry-level jobs or internships and advice on hiring and retention practices. E. The NRC will have the opportunity to enroll 6 HR staff members in the Emerging HR Leaders Forum during the membership term � a professional development program for high potential federal HR professionals (GS 9 � 12). Emerging HR Leaders meet in a facilitated peer-exchange environment and may also engage in cross-agency team learning activities between meetings. NRC has the option to exchange 3 enrollment slots in the Emerging HR Leaders Forum for one enrollment in the Mission Support Leadership Program/HR Track (GS 12-14). F. The NRC will have access to the Public Service Leadership 360 assessment for 5 leaders. This includes the opportunity for leaders to take this comprehensive, multi-rater assessment and receive a 90-minute one-on-one coaching session with a Partnership coach. This notice is not to be considered a request for quotations, or a request for proposals, however if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement.� A determination by the Government to not compete this proposed requirement based on responses to this notice are solely within the discretion of the Government.� Detailed capability statements must be submitted to Desiree England, Contract Specialist via e-mail at desiree.england@nrc.gov and Rachel Glaros, Contracting Officer at rachel.glaros@nrc.gov no later than Wednesday, July 19,� 2023, at 4:00 P.M.
