THIS IS NOT A REQUEST FOR QUOTE � THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO LEIDOS, INC. FOR COURTROOM AND CASE PREPARATION SUPPORT SERVICES.� This notice will be distributed solely through the SAM.gov website.� Interested parties are responsible for monitoring the SAM.gov to ensure they have the most up-to-date information about this acquisition. The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD) intends to award a sole source, Firm-Fixed Price Level of Effort (FFP LOE) contract to include one (1) 12-month base period and three(3) 12-month option periods to Leidos, Inc., 1750 Presidents Street, Reston, VA 20190, in order to perform all aspects related to the Courtroom and Case Preparation Support Services (CCPSS) for the Office of Military Commissions (OMC). These services support and enhance OMC activities as it fulfills OMC�s mission to promote a fair trial for the accused, at Naval Station Guantanamo Bay (NSBG), Cuba, allow public access to military commissions, and protect national security. The supported task areas include linguists (simultaneous and consecutive), stenographers, court reporters, expert witnesses, and consultation services. The estimated value is $98,000,000.00. This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-3�Expert services. As described at FAR 6.303-3(a)(2)(iii) to acquire the services of an expert or neutral person for any current or anticipated litigation or dispute.� FAR 6.303-3(b)(3)(i)(A) says, such services include, but are not limited to: �Assisting the Government in the analysis, presentation, or defense of any�claim�or request for adjustment to contract terms and conditions, whether asserted by a contractor or the Government, which is in litigation or dispute, or is anticipated to result in dispute or litigation before any court, administrative tribunal, or agency.� This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this notice via email to Pamela Odhiambo, Contract Specialist at pamela.w.odhiambo.civ@mail.mil or Kimberly Darby, Contracting Officer at kimberly.h.darby.civ@mail.mil no later than 10:00am Eastern Time, Friday, July 21, 2023 with a file size less than 5MB, Subject Line: Response to Notice of Intent for CCPSS. Submissions to any person other than the ones listed above will not be considered. Responses sent via other means (i.e., via telephone call, facsimile transmissions, etc.) will not be considered.� Submissions after this date will not be considered. No hard copy will be accepted. Cover letters and extraneous materials (brochures, etc.) will not be considered. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government.� All information submitted should support the offerors capability to provide the services required and shall be furnished at no cost or obligation to the Government. Telephonic inquiries will not be considered. The Government reserves the right to cancel the Sole Source Award.
