- The Department of Veterans Affairs, Durham VA, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Agilent for the 7010 Quadrupole MS/MS and associated gas chromatograph (GC/MS/MS) system. This for the continuation of ongoing neurosteroid analyses for the following reasons: Our VA laboratory is currently one of few internationally that has optimized and validated the methodology for neurosteroid quantification in human and rodent samples in the femtomolar to attomolar ranges (i.e. sensitivity to quantify 1 trillionth of a gram or less). This level of superior sensitivity was achieved solely on Agilent systems. The Agilent GC/MS/MS is the only instrument of its kind that demonstrated the capacity to quantify neurosteroid levels at 1 picogram or less, which is absolutely required for neurosteroid measurements. This methodology was first developed on an Agilent GC/MS instrument. It was then subsequently refined and further advanced on a next-generation Agilent GC/MS/MS instrument. The state-the-art technology required many years of experimentation and fine-tuning. As the smallest details can vary greatly from one company s technology to the next (from the processing of samples to the separation of data peaks in the software output), any change in vendor would thus impact the ability to detect molecules at these ultra-low trace concentrations that we require. We are therefore specifically requesting an Agilent GC/MS/MS system in order to be compatible with the existing Agilent instrumentation. This instrument instrumentation that is known to achieve the incredibly high sensitivity and specificity required for the assessment of neurosteroid levels in human tissues. This is a notice of intent and is not a request for competitive quotes; however, any responsible source who can meet the same requirements listed above may submit a capability statement to the contracting office no later than July 20th, 7am, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. Capability statement must demonstrate and describe how the vendor meets all the requirements listed in this notice. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
