Description

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the US Army Research Institute of Environmental Medicine (USARIEM) to procure a Thermetrics ANDI Thermal Manikin system without competition as prescribed in FAR 13.501(a)(1)(ii). The Thermetrics ANDI Thermal Manikin system is essential for USARIEM to continue to advance and succeed in their mission related to environmental modeling and direct evaluation of military uniforms. USARIEM�s needs can only be satisfied by the support uniquely provided by Thermetrics.� The ANDI thermal manikin is currently the only manikin outfitted with 32 computer controlled individual and independent water-cooled zones in addition to multiple thermistors per zone capable of simulating and measurement of dynamic heat flux for both positive and negative feedback for both heat loss and heat gain. It provides active simulated sweating across the surface of the manikin to include simulated fabric skin layer for distribution of moisture. The physical design dimensions align to the specifications of the current USARIEM test standards, while the operating systems and software are specifically set to meet testing requirements for international test standards. Thermetrics control and analysis software, already in use with all USARIEM�s models, is currently approved and in use in government computers allowing the adoption of ANDI without extraneous delays. Proprietary and exclusive to Thermetrics, existing hardware and software used by the whole suite of USARIEM�s Thermetrics devices will be used to run ANDI. Additionally, all in house parts inventory, hardware, and cabling will be compatible with ANDI as well. These manikin systems are proprietary and developed by Thermetrics LLC. USARIEM currently maintains four legacy Thermetrics designed thermal manikins as well as, guarded sweating hot plate, a thermal head model, a thermal foot model, and a thermal hand model, plus licenses for their corresponding control, data acquisition, and analysis software. USARIEM is the current leader in biophysical evaluations for the US Army and the Department of Defense. Current systems, data, and operating procedures used extensively by USARIEM rely on this high-quality and vetted technology. If different hardware and software are used, there will be lost staff time and potential added costs for retrofitting infrastructure. Additionally, significant ramifications to the transferability of USARIEM scientific results will be jeopardized. This announcement fulfills the synopsis requirements under FAR 5.102 (a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source requirement.
