NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT � VA Central Office Conference Room 830 Audio-visual Modernization The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Workforce Management and Consulting Office (WMC) intends to issue a sole source purchase order under FAR 13.5 procedures to V3Gate, LLC, 555 Middle Creek PKWY STE 120, Colorado Springs, CO� 80921, to provide VA Central Office Conference Room 830 Audio-visual Modernization.� VHA/WMC has a requirement for design, delivery, installation, and maintenance of an audio-visual (AV) system with capabilities to replace the antiquated AV system in VA Central Office (VACO) Conference Room 830, located on the 8th floor of 810 Vermont Avenue NW, Washington DC. The Contractor shall work with a construction vendor which is performing renovation/reconfiguration of the space and coordinate the system installation and identify any AV vendor requirements during the construction project.� The system upgrade is required to modernize the conference room by replacing the outdated, existing system which fails to provide quality AV capability for conference meetings.� The Contractor shall provide a service level agreement to maintain the system operational and perform quarterly preventative checks and maintenance services.� The Contractors shall uninstall all existing equipment and coordinate with the Government PM to have it disposed or reutilized. The Contractor will also need to provide shop drawings and initial and follow-up training on system on an annual basis The Workforce Management and Consulting Office (WMC) is a key organizational component of the Department of Veterans Affairs, Veterans Health Administration (VHA). As part of its overall mission, WMC has responsibility for space planning for all VHA Central Office facilities�providing workspaces for all VHA employees, reassigning space whenever program offices are realigned within the organization, and ensuring proper space and furniture is provided to employees. This responsibility also includes provision of adequately equipped audio-visual (AV) systems in conference rooms.� VHA conference room 830 in Washington DC is being refitted to accommodate a more modern setting and current audio-visual systems are outdated and are in need of modernization to be able to handle increased technology levels, a revamped conference room and also to handle the increasingly variant technology necessary to conduct meetings in person and virtually in the post-COVID environment.� The AV system in this conference room is over 10 years old and at and end of life status where the replacements parts are no longer available.� The Veterans Affairs Central Office of Administration initiated a project to reconfigure this conference room via minor construction project to meet the requirements of the new AV system.� Any firm that believes it can fully provide the stated capability to fully meet the requirement is invited to submit a written notification to the Contracting Officer within fifteen (15) calendar days from the date of the date of this notice.� Supporting evidence must be furnished in sufficient detail to clearly demonstrate the firm�s ability to provide the stated capability and level of experience.� Such evidence must include demonstrated experience directly related to the requirement noted herein, and not be simply parroting the requirement information stated herein.� Information can be sent to the Contract Specialist at michael.collins7@va.gov.� No telephone calls or facsimile requests will be accepted.� Timely responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.� If no timely responses are received, VA will proceed with the sole source contract. 1. Contracting Activity: Acquisition Service 2 Strategic Acquisition Center�Frederick (SAC-F) U.S. Department of Veterans Affairs 5202 Presidents Court, Suite 103 Frederick, MD 21703 Requiring Activity: VA/Veteran�s Health Administration 2. Description of the Action: This activity proposes to negotiate a non-competitive award (sole-source) with V3Gate LLC, a verified Service-Disabled Veteran-Owned Small Business (SDVOSB), for Veterans Affair Central Office (VACO) Conference Room 830 Audio-visual Modernization. The Contractor requirements include equipment and services to install Audio-Visual and IT components to coincide with modernization of the VACO Conference Room 830 facility as well as Service Level Agreements (SLA) for regular service, maintenance, and training on the AV equipment. This is a new requirement for the Department of Veterans Affairs (VA) Workforce Management and Consulting Office (WMC) is a key organizational component of the Department of Veterans Affairs, Veterans Health Administration (VHA). WMC seeks contractor support to design, deliver, install, and maintain an audio-visual system with capabilities to replace the antiquated AV system in VA Central Office (VACO) Conference Room 830, located on the 8th floor of 810 Vermont Avenue NW, Washington DC. The Contractor shall work with the GSA Construction vendor to coordinate the system installation, installation schedule, and identify any AV vendor requirements during the construction project. The system upgrade is required to modernize the conference room by replacing the outdated, existing system which fails to provide quality AV capability for conference meetings. The Contractor shall provide a service level agreement to maintain the system operational and perform quarterly preventative checks and maintenance services. The Contractors shall uninstall all existing equipment and coordinate with the Government PM to have it disposed or reutilized. The Contractor will also need to provide shop drawings and initial and follow-up training on system on an annual basis. 3. Description of Supplies/Services The Contractor shall provide services and hardware for an advanced Audio-Visual (AV) system supporting VACO Conference Room 830 (hereafter referred to as Room 830) meetings that includes deinstallation of the existing AV system, design of new AV system, and delivery of all equipment and material needed to for the system, as well as installation and maintenance. Installation shall be coordinated with WMC and the anticipated conference room renovation schedule to facilitate the most advantageous installation timeframe during the renovation process. Additionally, the Contractor shall perform General Project Activities that include, but are not limited to: Deinstallation of existing AV system, design, delivery, and installation of the proposed audio-visual system for this project. Conducting site survey to verify product and field dimensions to ensure proper fit of selected equipment. Providing a service-level agreement to maintain the system operational, up to date, and perform quarterly preventative maintenance checks and services. Project execution shall include those items as per VA-approved shop drawings Providing end-user system training. �4. Authority Cited: The statutory authority permitting other than full and open competition for this procurement is 41 U.S.C. � 3304(a)(5) as implemented by the FAR Subpart 6.302-5 entitled, �Authorized or required by statute�. The applicable statute is Public Law 109-461: �Veterans Benefits, Health Care, and Information Technology Act of 2006� specifically, the �Veterans First Contracting Program,� outlined in 38 USC �8127(c) 5. Reason for Authority Cited: VAAR 819.7007 states explicitly, �A determination that only one SDVOSB can meet the requirement is not required,� and that using this authority, the following must be verified: (1) The anticipated award price of the contract (including options) will not exceed $5 million. The estimated value is under $500,000.00 and does not exceed $5M. (2) The justification prepared pursuant to FAR 6.302-5(c)(2)(ii) is posted in accordance with FAR subpart 5.301(d). This J&A will be posted on www.SAM.gov. (3) The SDVOSB concern has been determined to be a responsible source with respect to performance; and, V3Gate LLC offers a full slate of Audio-Visual and IT products and has skilled, locally-based personnel capabilities needed to support the requirements. Its personnel have the necessary skills and knowledge, and capability provide and schedule work to coincide with facility renovations, have significant familiarity with the VACO 830 Conference Room, and current equipment to be uninstalled and to provide the required SLA requirements for trainings and maintenance on short notice. This relevant knowledge and experience will prove valuable to the contemplated contract effort moving forward. V3Gate, LLC has had several recent past contracts with Veterans Affairs Central Office between September 24, 2015, and present which demonstrated the capabilities of Audio-visual system designs, installation, system maintenance, and end user training and provided directly related services to WMC in the VACO 830 Facility. V3Gate, LLC a registered entity and verified as SDVOSB, expiring 13 APR 2026, with SBA Veteran Small Business Certification site https://veterans.certify.sba.gov/ under the size standard for the applicable NAICS code � 54119 Other Computer Related Services. � (4) In the estimation of the contracting officer, contract award can be made at a fair and reasonable price that offers best value to the Government. (5) The contracting officer has determined that the use of this authority is in the best interest of the Government based upon the fact that V3Gate, LLC is a SDVOSB which has the required expertise and experience supporting various VA high-level programs. V3Gate, LLC also conducts work in all related NAICS and has historically provided services and on-time delivery of related performance.
