- Notice of Intent to Sole Source The National Institute of Standards and Technology (NIST), Communications Technology Laboratory (CTL), Wireless Networks Division (WND) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with Technische Universit�t Wien to acquire software that will support the modeling and simulation of 5G network evaluation of WND. Background Information and Basis for Sole Source NIST, CTL, WND performs evaluation of 5G New Radio (NR) performance in support of research in public safety communications and automated vehicle (AV). The purpose of this acquisition is to support the evaluation of 5G networks through simulations by purchasing software. The new, perpetual software will allow WND to maintain access to NR-link level and system-level simulations. The WND has been using Technische Universit�t Wien�s software for several years. Using a different tool from another vendor will not be compatible with other modules and licenses previously purchased and extensions developed by WND. Additionally, the negative impact of using a software from another vendor would render all previous work and extensions as obsolete. While other tools provide similar capabilities (i.e., network simulators), Technische Universit�t Wien�s software is the only tool that can interact with the extensions that WND has developed. The supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. As such, the Government�s intent is to negotiate with Technische Universit�t Wien to acquire software that will support the modeling and simulation of 5G network evaluation of the Wireless Networks Division, which will augument existing software for 5G NR performance simulations. General The North American Classification System (NAICS) code for this acquisition is 513210-Software Publishers. The small business size standard is $47.0M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by the listed due date, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response due date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Seth Kaplan at seth.kaplan@nist.gov. All responses to this notice of intent must be submitted so that they are received at seth.kaplan@nist.gov no later than the aforementioned due date.
