- NASA/Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP) for the Atmosphere Observing System - Sky (AOS-Sky) Radiometer Instrument Special Study procurement in support of the AOS Project, Code 425. The Radiometer Special Study is being procured as a component of the larger AOS Radiometer Instrument procurement. The purpose of the Radiometer Instrument study is to provide insight into potential instrument concepts that will support AOS-Sky mission implementation, with particular attention to performance capability, developmental maturity, and developmental risk. The scope of work for the Radiometer Special Study �contract includes developing and assessing instrument concepts; exploring the feasibility of specific improvement(s) /and/or enhancement(s) above the performance �target�; Trade studies; Technical analysis; Notional development schedule; Cost analysis; Technology Readiness Level assessment and technology development plan; Identification of hardware and software heritage assumptions; Identification of risk mitigation activities and performance of any work awarded for risk mitigation efforts. The intent of the study is to better inform the government as to the viability and risks associated with the requirements and proposed design. The study results will be used to improve the technical and programmatic requirements in a potential Radiometer Instrument flight procurement Request For Proposal (RFP). NASA GSFC is not requesting proposals at this time. It is anticipated that the subject acquisition will be a full and open competition resulting in a Firm Fixed Price (FFP) definitive contract. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541715 with a size standard of 1,000 employees. The anticipated release date of the RFP is on or about July 28th, 2023 with an anticipated offer due date of on or about August 30, 2023. All responsible sources may submit an offer which shall be considered by the agency.
