- A/E Design Services for the Eastern MA NWRC HQs and VCS MA-ASSABET RIV NWR Pre-Solicitation Notice (Synopsis) The U.S. Fish & Wildlife Service (FWS) is seeking qualified contractors to provide comprehensive technical Architect/Engineer (A/E) Services in support of the Visitor Contact Station (VCS) at Assabet River NWR for limited conceptual design, final design, and construction administration for an approximate 3,000 square-feet. Second, is a limited conceptual design, final design, and construction administration for the conversion of the existing, approximate 5,900 square-foot Visitor Center into a Headquarters building at Assabet River NWR. The Visitor Center address is 680 Hudson Rd, Sudbury, MA 01776. Two distinctly separate designs shall be required for the proposed individual procurement. The awarded contract will require A/E Services based on, but not limited to, the following services: Pre-Title I, Title I, Title II, and Title III services; National Environmental Policy Act (NEPA) Compliance Services; Safety Evaluations/Inspections; Inspections; Analysis; Design; Preparation of Drawings, Specifications, and Other Construction Documents; Field Investigations; Biological and Cultural Studies, Documentation, Construction Supervision, Consultation, and Clean Water Act Certification and Permitting in support of the project. FWS is anticipating negotiating and awarding a Firm-Fixed Price Contract for Architectural and Engineering (A/E) Services in accordance with FAR Subpart 36.6. The anticipated award value is between $250,000 and $500,000. This announcement is a 100% Total Small Business Set Aside. Period of Performance: Design Bid Documents shall be completed and provided to the government within 186 calendar days after receipt of the Notice to Proceed, and Title III services shall be provided within 1,095 calendar days following receipt and acceptance of designated Contracting Officer�s Representative. The North American Industrial Classification System (NAICS) Code is 541330 - Engineering Services, with a small business Size Standard of $16.5 Million or less in average annual receipts over the last 3 years. The Government seeks the most highly qualified firm to perform the required services based on the demonstrated competence and qualifications in accordance with the following selection criteria listed in descending order of importance: 1. Professional qualifications necessary for satisfactory performance of required services, and professional registration in the Commonwealth of Massachusetts is desired; 2. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; 3. Capacity to accomplish the work in the required time; 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and 5. Location in the general geographical area (New England) of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. As authorized by FAR 5.102, the 30-Day Notice of Intent (Solicitation) for this requirement will be issued requesting SF-330�s from participants in electronic format only and will be made available online on or around July 31, 2023, via the SAM.Gov website at http://www.sam.gov. Contract Opportunities at http://www.sam.gov is the only website where official solicitation documents will be made available. A bidder's list is not maintained nor distributed by the Contracting Officer, as it is the offeror's responsibility to register at the Contract Opportunities website.
