- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1333MG-23-Q-01219 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-04.� �� The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS) has a requirement for the inventory, identification (ID number, hose ID, installation date, purpose, type, length, end fittings and re-order ID information) label, and catalog the vessel�s 144 combined hoses and replacement of 20% of the hoses (29 total). All services rendered shall be in accordance with the Statement of Work and Service Contract Act, Wage Determination No. 2015 Rev 22, Date of Last Rev. 05/10/2023. �All services shall be completed no later than May 31, 2024.� CLIN 0001 -�Inventory, Label, and Catalog the R/V Chesapeake Vessel�s 144 combined hoses, and replace 20% (29 total) hoses in accordance with the Statement of Work. QTY 1 JB � Quotes shall be FOB destination, The Government will award a firm fixed price contract based on a best value/trade-off. Quotes shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote.� This RFQ is set aside for Small Business. The associated NAICS code is 336611, Ship Building and Repairing, with a size standard of 1300. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of understanding and agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any,; All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on July 25, 2023; any award resulting from this RFQ will be made based on best value to the Government.� Factors considered include technical approach and capability, past performance, and price. Quotes must be submitted electronically via e-mail to scott.beliveau@noaa.gov .��Telephone inquiries will not be honored. The anticipated award date is on or about August 10, 2023. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt.
